It discusses five benchmarks of quality, linked to funding: those of the Ministry of Education; of the National Institute of Studies and Research; of the National Union for Municipal Education; of the Cost of Initial Quality Education per student; and, of the Organization for Economic Co‑operation and Development. Brazilian social inequality is analyzed and it can be inferred that there are limits to private sector expansion, which leads to the conclusion that Brazil needs to increase the amount of public funds invested in education as a percentage of the Gross National Product.
