Resumo

The human race presents a cultural evolution well over of the biologic evolution and this promotes the acquisition and accumulation of the knowledge over the generations and this distinguishes human from the others animals. Furthermore, the human populations developed and still improve technologies to explore the natural resources not only to serve the individuals necessities, but to support a cultural systems of exploration – the capitalism, arriving in present-day in a complex environmental crisis. This settings started changing with the proposition of utilization of the education to make people aware of the need to preserve the environment from anthropogenic actions – Environmental Education. In the Brazil, the Environmental Education was recognized by govern only with official promulgation of the Constitution of 1988, when reached the status of collective rights which came from a social necessity observed in the actual setting of resource exploration caused by economic development. Other example of helping social necessities was the inclusion of the right at elementary education in the Constitution of 1946. In theory, these fundamental laws and principles of the constitution represent only a way of regulation of the contemporary societies in charge of socials necessities started in a certain cultural setting.
