Item O Caminho entre o Público e o Privado: Um Estudo de Contextualização da FIMES(Universidade Federal de Goiás, 2008-12-02) ASSIS, Ita de Fátima Silva; AMARAL, Nelson Cardoso; http://lattes.cnpq.br/3161592631250103This study, which has as theme The path between the public and the Private: a study of the FIMES context , is settled in the Research area: State and Educational Policies of the Postgraduate Program in Education, Federal University of Goiás. It discusses and investigates the administrative classification and the legal nature of the educational institutions of Higher Education and, especially, the Fundação Integrada Municipal de Ensino Superior - FIMES, in relation to the public and private category. The research has as main objectives to reconstitute the FIMES history and to analyze the public/private relationship which permeates the origin of the Institution. The following research issues are raised: How has the sustainability of FIMES been planned since its origin? The higher education institutions which were created by the municipal public power but are not kept by it, are considered public or private? The theoretical-methodological reference focuses the educational legislation, both Brazilian and from the state of Goiás, as well as authors who have contributed to the debate related to educational policies, mainly those related to the politics which consolidates the public and the private relationship in the higher education. The investigation relies on the qualitative research, with the support of document analysis as well as semi-structured interviews, which were carried out with the subjects, who were involved with the project of the creation of FIMES: its idealization, settlement as an institution and the first years it operated. When bringing the institution history, the dilemma lived by FIMES is presented, since its origin, emphasizing the latest years, from 2006 on, in relation to the public/private category and the ways of financing the institution. A few possibilities are identified and analyzed using the current legislation, so as to solve this legal/institutional deadlock, which, however, depends on the decision of the Municipal Public Power, once the Institution was created by a municipal law, but it is maintained, among other projects, by students tuition.Item O processo de gestão e participação na universidade: limites, possibilidades e desafios na UFT(Universidade Federal de Goiás, 2011-06-24) CARVALHO, Roberto Francisco de; AMARAL, Nelson Cardoso; http://lattes.cnpq.br/3161592631250103This study aims to understand the participation in the FUT management process according to the institutional documents and the university community perception: teachers, students, and administrative staff. To achieve the goal, we used an empirical-theoretical investigation, including bibliographic survey and documentary research, related to the written documentation about the FISEs, especially the FUT, and field research including the university community from seven campuses involved in the study. The study about the participation in the FUT management process had as basis the understanding in the social regulation process, resulting from the overlapping of the public and private spheres, and the liberal and materialist-historical democratic approaches. From this broader discussion, we make explicit the tension between the business-strategical and the participatory-democratical management perspectives and the participation in the business organizations and social institutions as the FISES. Owing to the social regulation perspective, we aim to understand the civil society participation in the Brazilian State modernization process, and in its bulge, the historical democratization of the Brazilian public university, in distinct moments, in its management process. We aim to deepen the discussion about the moment that the market power and the social organizations were made explicit tensioned by the State- 1990 to 2010- in which the private market sphere has been strengthened at the expense of public and showing the process of superior education marketization, making explicit, within the FISES, the neo professional, heteronomous, competitive, an operational nature characteristics. In this context the democracy, neoliberal-liberal, and minimalist values have been strengthened in the FISES and in the FUT, operationalized in the management logic and in the business strategical participation. This is also, the context in which we aim to understand the participation in the FUT management process, a university that, at first, shows an organized structure by councils and boards with the teachers, students, and administrative staff representation, favorable to a participation in the participatory-democratic perspective, but that implements a management very close to the management perspective, in which not even the representative liberal participation has been consolidated. Owing that in the FUT deliberative councils there is a strong concentration of power in the managers‟ hands, it is even more distant from the consolidation of an effective participation in which the university community segments have more equality of participation in the deliberative spaces, as well as the expand of these segments participation in the institutional management process, covering, in addition to implementing, the highest levels and degrees in the decision-making process, as the definition of the guidelines, politics, financial management, and institutional evaluation. Paradoxically, in the perspective of the participation as politics fight, although there is a demand from the university community to take part in the decision-making processes, there is a low participation in these same spaces and in activities or important actions that are happening in the university, mainly related to the policy guidelines proposition level. Though smaller in scale, the obstacles to the participation in the FUT management process don‟t differ from the obstacles in the society participation in general, and they are related to the way the production system and the social reproduction is organized and effective.Item Piso salarial profissional nacional do magistério: conflitos e limites de sua implantação na rede pública estadual de Goiás(Universidade Federal de Goiás, 2010-12-20) MACHADO, Jarbas de Paula; AMARAL, Nelson Cardoso; http://lattes.cnpq.br/3161592631250103This study integrates the line of research State and Education Policy of the Program of Post-graduation in Education from Faculdade de Educação, Universidade Federal de Goiás. It has as its object of study the implementation of the Minimum Wage of Professional of the Magisterium (PSPN) in public field schools of Goiás. It aims to analyze the implementation of public policy for salary enhancement and highlighting the conflicts and highlighting the conflicts and limits that permeate the boundaries of the case. Using the bibliographic and documental search, this study concern is to describe the route of PSPN since the 1988 Federal Constitution, to the approval of the Law No. 11.738/2008 and empirically analyzes its implementation in the public state of Goias in 2009 establishing a relation between the financial years of 2008 and 2010. The guiding questions of the study include the analysis of the Law of the Minimum and its relation to other legal rules, the sufficiency of the Government of Goiás for implementation from the revenue and expenditure considered for the Development of Education (MDE), the relationship with the Fund for the Development of Basic Education and Appreciation of the Teaching Profession (Fundeb), the ratio of the number of students served by the number of teachers paid by the network and how to participate in the implementation process of the minimum wage as important agents of the Union Education Workers State of Goiás (Sintego), the Court of Goiás (GO-TEC), the State Council Fundeb (Confundeb), the Legislative Assembly and the government itself. The major conflicts involving the deployment of the minimum wage in the public state of Goias refer to the way that legislation is interpreted with emphasis on the mechanism used by the government to "fulfill" the Law: to divide the minimum wage into a deployment phase, 17 monthly and update it in another stage of four monthly pareels. There is also a conflict about the value of minimum wage: CNTE and for the Sintego PSPN in 2010 would be worth R $ 1,312.00 and for the government, based on interpretation of the Attorney General of the Union (AGU), the value is R$ 1.024,00. Insufficient financial, the adequation for a Career Plan in effect, how the expenses are treated with MDE, the low student / teacher ratio in the network and competition policies to expand the student's school time are major factors limiting progress in implementation of PSPN Goiás Despite the fragmentation of its implementation the minimum wage presents as a mechanism for enhancement of teachers' payment. As the government of Goiás has not complied strictly with the established subdivision, the starting salary paid in November 2010 was R $ 1,006.25, representing a growth of 40.6% compared to February 2009. Nevertheless, disregarding the inflation period, gauged according to a real increase of more than 30%. As a recent happening it was not possible to verify whether the implementation of the minimum wage had the effect desired by the researchers who advocate this policy of upgrading of teachers' payment which, among others, is set to attract and retain good candidates for teaching, and fighting multiexpedient and underemployment. However based on the years 2009 and 2010 in which case the implementation of this policy in public state of Goias, the minimum wage appears, along with the Career Plan in force, as a promoter of better salaries for the public teaching of basic education.Item O financiamento da Universidade Estadual de Goiás (UEG): o programa bolsa universitária e o custo do aluno(Universidade Federal de Goiás, 2009-09-09) MAGALHÃES, Luciana de Castro; AMARAL, Nelson Cardoso; http://lattes.cnpq.br/3161592631250103This paper aims to study the financing of the Goias State University(UEG), examining its compliance to the Federal Constitution, and establishing a link between the scholarship program offered by the Volunteer Organization of the Goias State, (PBU/OVG) and the cost associated with each student, based on specific methodology for its calculations. The research panoramically presents the growth of undergraduate studies in Brazil and in the Goias State, emphasizing the socioeconomic characteristics of the state and showing a need to set public policies to democratize the access to and the permanence of lower income students at this level of education. It is important to emphasize that this growth is sought as a consequence of the increase in demand for qualified workers for a work market guided by the global transformations of capitalism, inserted into the knowledge society, in other words, into the new configuration of the capitalist production process. PBU/GO is presented in the aspects that pertain to its planning, aims, regulations and participation criteria, as well as tits reach in the period extending from 1999 to 2008. Some aspects of the Audit carried out by the 1st Division of the Audit Office of the Goias State (TCE/GO), where they verify compliance to Ordinance No. 5.536, passed on 21 January 2002, which regulates Law n° 13.918, 3 October 2001, which provides for the University Scholarship Program, are also highlighted. The advancement of private IES and the creation of UEG, by Law No. 13.456/99 which alters the administration by the state, and describes the modifications pertaining to the institution are elucidated. UEG was born with the purpose of democratizing undergraduate studies and to help change the lack of qualification of the teachers in private and public schools. Its consolidation marks a moment of the creation of public policies guided by the aegis of the Minimal State, which raises reflection on the mechanisms of approval, taking into consideration the political moment, i.e., Governor Marconi Perillo s election campaign. The methodology of student-cost calculation at UEG seeks to present numbers as close as possible to reality, in order to support the possibility of comparison to the amounts transferred from the State s accounts to the PBU/GO, and those transferred to UEG. The final analyses highlight a constitutional non-compliance by UEG s financing along this period as well as the difficulty in meeting the goals set by the PNE in Goias State, to increase the number of youths in undergraduate courses to 30% by the year 2010. UEG s students calculation s costs also allows for comparison with another states, as well as an analysis of the number of students that could attend free public facilities, if there were a reversion in the use of resources destined for the PBU/GO towards UEG that becomes great the conditions of permanence and the consequent reduction of the IES private escape, even in the cases where the students are benefited by the financial programs and scholarships concessionItem O FUNDEF em Anápolis: Os caminhos de uma intervenção em 2003(Universidade Federal de Goiás, 2009-09-09) MATTA, Maria Regina de Bessa da; AMARAL, Nelson Cardoso; http://lattes.cnpq.br/3161592631250103This project integrates the State and Educational Politics line of the Post-graduate Program in Education of the Education College, Federal University of Goiás and has as an objective the analyses of the paths of an intervention occurred in Anápolis due to a lack of the FUNDEF resource usage. It analyses various factors, one of which describes the factor if the total amount of resources put into the Fund by the county is superior or inferior to the amount received; the county schools situation; if there was there a overpriced salary for the teachers and the part played by the control divisions of this Fund. As the case study covers the process analyses of the Goias Public Ministry, of the Special Investigation Committee Report (CEI) and of Disability of the County Hall of Anápolis and the process of the Legislative Assembly. Even having an the year 2003 as an interest, the study presents information about the FUNDEF in Anápolis from 2001 to 2006. In this periods analyses the county improves with the FUNDEF, from the other hand due to the quantity of students in the county network and also, for receiving more resources than it sends to this Fund, it was noted that there was a 21.86% raise in the number of students in the county teaching network due to the implantation of the FUNDEF between the period of 1996 to 2006. However, the private schools had a bigger growth, 95.1%. In the implantation of the FUNDEF the teachers salary was improved but, soon after, these professionals had no raise whatsoever form 1998 to 2003. In 2004 the raise was of only 6.4%. In the situation analyses of the basic teaching system in Anápolis, between the time period of 2001 to 2003, a complete lack of care was noticed in this level of teaching, poor physical structures of the schools, the lack of class room equipment and consumption material, salary payment delay of 196 teachers in pro-labor and a list of 30 people who were not teacher in the basic teaching systems who also received salaries with the resources of FUNDEF. The inspection of these resources, verified a delay in the delivery of balance sheets by the City Hall as well as the County hall, and also by the Court of Accounts. Furthermore, a fragility was noticed of the FUNDEF Counsel and slowness of an intervention approval by the Counsel, which came to pass after a city mobilization occurred in a walk, undersigned asking for the leaving of the mayor. However even with the coming of an auditor and the withdrawal of the mayor the problem in the educational area still occurred. There are evidences that the reasons leading to the State of Goias governor s intervention is related to the political confluences that occurred in the county in a determined time.Item O financiamento da Educação Básica e a política de fundos em Goiás (1998 a 2011)(Universidade Federal de Goiás, 2011-07-29) NASCIMENTO, João Batista do; AMARAL, Nelson Cardoso; http://lattes.cnpq.br/3161592631250103This research is located in the area that studies the State Politics and History of Education in the Program Graduate Education, Faculty of Education, Federal University of Goiás. Has as a research object the financing of the basic education with a focus on public policy of funds covering the movements and the impacts provoked by Fund for Development of Fundamental Education and Valorization of Teachers (FUNDEF) and the Fund for Basic Education Development and Improvement of Professional education (Fundeb) in the state of Goiás and education networks in the cities of Anápolis, Aparecida de Goiania, Goiania and Trindade. Aim of analyzing the movements and impacts of policy of funds in the context of enrollment in primary education and policies for the recovery of the professional teaching of the state and municipal as well as the finances of state government and the governments of municipalities in Goiás. The guiding questions of the study include, among others, the analysis of the historical movement of the financing of public education in the Brazilian Constitutions, the theoretical and technical contributions that appeared during the history of funding of national education for the design and creation of funds realized in the accounting Fundef and Fundeb, the political context and the concept of State and governments have to approve the proposed constitutional amendments that changed the legal structure of education funding, creating Fundef/Fundeb and mechanisms for redistribution of resources related to funding public education. And yet the movements and the impacts that the policy statements of funds caused the organization of the state and municipal school networks, as well as basic education in general. Through archival research and literature, this study indicated that the policy of funding was the major driving force behind the process of decentralization of enrollment in the State of Goiás, especially the first stage of basic education, increasing the funds received by municipalities in the basket Fundef / Fundeb, in contrast, the loss of state government as a result of the decline in enrollment. However, this growth in financial resources did not lead to an equivalent value of education professionals, whether in the implementation
