Item Análise sobre a região metropolitana de Goiânia e microrregião sudoeste de Goiás pela ótica de receitas públicas tributárias nos anos de 2010 e 2015(Universidade Federal de Goiás, 2017-04-07) Oliveira, Bruno Carneiro de; Arrais, Tadeu Alencar; http://lattes.cnpq.br/7443664433085838; Arrais, Tadeu Alencar; Castilho, Denis; Campos, Flavia Rezende deAmong public finances, tributary revenues of municipal origin represent a few studied theme in Brazilian geography, possibly for the non understanding of its role for the municipal, regional or metropolitan management. Its role in the municipalities is linked to its defrayal and authonomy in relation to states and federal government. Thus, this study aims to perform a comparative analysis between the Metropolitan Region of Goiânia (RMG) and Microrregion Southwest of the State of Goiás (MSG) (both located in the state of Goiás, Brazil) in the scope of the selected public tributary revenues: Urban Land Tax (IPTU), Tax on Services of Any Nature (ISSQN), Tax on Transmission of Real Estate Property (ISSQN) and Rural Land Tax (ITR) verifying their likenesses and differences in these aspects. The selected revenues present aspects of spatial dynamics as means of use and occupation of the soil, land structure, movement of the real estate, commerce and equipments of collective use. The methodological steps of the research are bibliographical and documentary review about politics, theory of State, Federalism, the role of municipality and local power, review of the Brazilian constitutions mainly in tributary aspects, region and regionalization, metropolization, spatial dynamics in the state of Goiás, tax codes of the selected municipalities, public management and functions of common interest. The gathering of secondary data in different bases and the spatialization of data and gathered information allowed the analysis of the researched dynamics and empiricism of the theoretical discussions. The researched environments present similar systems of tributary collection, but are inserted in different spatial contexts: RMG in a metropolitan context with the presence of integrated mass transit and the MSG in a context surrounded by the agribusiness and agricultural productivity. These logics impact differently in the tributary collection and defrayal of the municipalities. RMG has an insuficcient project of management for the common requests of the municipalities. As a suggestion, the application of the inter-municipal public consortias may guarantee services and infrastructure, the it has been happened in some municipalities of MSG.Item Aspectos econômicos e sociais da mineração em Goiás, com ênfase na extração de areia(Universidade Federal de Goiás, 2017-07-17) Tibiriçá, Luciana Gonçalves; Lima, Cláudia Valéria de; http://lattes.cnpq.br/5929601393924549; Arrais, Tadeu Alencar; http://lattes.cnpq.br/7443664433085838; Oliveira, Ivanilton José de; Castilho, Denis; Arriel, Marcos Fernando; Costa Júnior, Carlos Nogueira daThe State of Goiás (Brazil) has in the mining activity a relevant source of gathering funds and which is part of its history of occupation and formation of urban networks. The mining activity is administrated by technical criteria defined by the Brazilian Department of Mining Production (as known as DNPM), being environmental licensing a part that integrates them. With the pointed requirements on the environmental legislation, the formal mining exploration has adapted itself in front of the need of conserve/preserve the environment considering the geological and geographical conditions. Present in several industries, the use of mineral resources allows the development of varied goods, moving finance market and creating jobs. From the principles that mining is an activity of wide economic impact, involves environmental problems and that the mining activity of the State of Goiás needs deep researches of characterization, we developed this thesis. The assessment of the several mineral was made by the employment of a methodology in municipal scale, from those with major revenue arising from the mineral compensation due to the extraction of metallic minerals or non metallic more profitable currently for Goiás, beyond the sand considering the period between 2010 and 2014. The results show that in the social aspect, the difference between the main mining municipalities of Goiás is not relevant, even with the contribution from the mineral compensation. For the municipalities producers of sand, the economic impact is minimum and there are difficulties in following the recuperation of degraded areas, because the resource is not enough to enable the manager the actions of local development.
