Item O processo de constituição do Comitê Intersetorial de Acompanhamento e Monitoramento de Políticas Públicas para População em Situação de Rua do Estado de Goiás: avanços e desafios(Universidade Federal de Goiás, 2019-04-08) Melo, Ana Luísa de Souza; Franco, Michele Cunha; http://buscatextual.cnpq.br/buscatextual/visualizacv.do?id=K4777848T1; Franc, Michele Cunha; Alvarenga, Rodrigo; Machado, Vilma FátimaThe street population, despite having a common group identity, is composed of people who have their own specificities, heterogeneities and demands. The expansion of public policies for this population has developed recently and has necessarily depended on a deeper knowledge of these specificities. In order to address these demands, following the guidance of the Federal Government, the Intersectoral Committee for Follow-Up and Monitoring of Public Policies for Population in the State of Goiás was recently instituted. This study aimed to identify, from the perception of the members of the Committee, the advances and challenges in its initial constitution process. Qualitative documentary analysis, obtained through a non-participant observation in the meetings held in the Committee, between November / 2017 and November / 2018, was used as a method in which it was possible to gather the statements of both the representatives of this Committee and the street dwellers who participated in them, and, in addition to the observation, semi structured interviews were carried out using a questionnaire prepared for this purpose. The results were described in the following terms: form of action of the Committee, challenges intra and extra Committee, progress achieved and the perception of the interviewees. Among the weaknesses are the lack of current data on the situation of the street population in the State of Goiás, the lack of articulation between the service network actors, conflicting interests, and management failures. Advances were also identified, especially the compilation of a proposal for a state plan for public policies for the street population, in the form of a Bill. It is concluded that, despite facing fragilities, the actions of the Committee are better developed mainly because of the greater representativeness of the street population in the meetings, which constitutes a fundamental tool for the construction of decent conditions for this social segment.Item Policiais Violados, policiais violentos: uma análise da formação policial(Universidade Federal de Goiás, 2016-08-22) Oliveira, Nathalia Pereira de; Lima, Ricardo Barbosa de; http://lattes.cnpq.br/394320974345111; Franco, Michele Cunha; http://lattes.cnpq.br/5290221927358760; Gonçalves Neto , João da Cruz; Caruso , Haydée Glória Cruz; Oliveira , Dijaci David de; Machado , Vilma de FátimaThe objective of this research was to analyze police violence in a further way, that is, in addition to pointing out the existence of abuse of the use of police force, sought to especially understand the causes that can be identified as responsible for violent attitudes of military police. It started from the hypothesis that the training course of these professionals is based on authoritarian and violent practices against students that will be reflected in the way the police will act. Owing to interviews realized with military police, it was possible to know the existence of several elements present both in police training and throughout his career and that may also be considered as sources of violence suffered and perpetrated by military police such as the disciplinary regulations, the military culture and the society. The interviews and the reading of other papers have highlighted the absence of a right to the voice of the military police, because of this, we sought this work, whenever possible, to quote the statements of police officers, both those derived from empirical work done in this dissertation, as well those found in other academic papers.Item As identidades de gênero e sexualidade na visão dos parlamentares da Câmara Federal: uma análise do discurso a partir dos projetos "escola sem partido"(Universidade Federal de Goiás, 2017-08-17) Pereira, Isabella Bruna lemes; Franco, Michele Cunha; http://lattes.cnpq.br/5290221927358760; Franco , Michele Cunha; http://lattes.cnpq.br/5290221927358760; Givigi, Ana Cristina Nascimento; Amaral , Marcela Carvalho MartinsThe aim of the dissertation is analyzing parliamentarian discourses about the human rights of people whom the sexuality, or the gender identity does not satisfy the heteronormative and heterosexual standard imposed by society. The methodology used is the analyze of the discourses using studies developed by Michel Foucault e Dominique Maingueneau. The analysis’ constitutive matter, the corpora, were the written or verbal federal congressmen’ discourses related to the House of Representatives’ parliamentarian bills with related themes to the School Without Party Movement. They are: Bill 7180/2014 (aims the insertion of the familiar value reasons precedence above the scholar education on the aspects related to the moral, sexual and religious education as a principle). Bill 7181/2014 (aims the application of a ten-year validity to the National Curricular Parameters (NCP)). Bill 867/2015 (aims the insertion of the “School Without Party Program” in the NCP). Bill 6005/2016 (aims the creation of the “Free School Program”). Bill 1859/2015 (aims the prohibition of “gender ideology” teaching policies development). Bill 5487/2016 (aims the prohibition of sexual orientation and the distribution of books about sexual diversity orientation for children). The understanding of the parliamentarian about Human Rights is relative, since it does not involve all the people, i.e., it is restricted to certain social categories, which is explained by the way the Brazilian citizenship was formed: patriarchal, full of conservatism and religious ideals that prevent a less prejudiced, sexist and colonized look about the differences and the multiple sexual identities, and allow the imposition of unfounded speeches, e.g., the “gender ideology”, restricting spaces that should be democratic.Item Estado e população carcerária: conflito em torno de uma soberania precária(Universidade Federal de Goiás, 2019-09-30) Reis, Gabriel de Castro Borges; Franco, Michele Cunha; http://lattes.cnpq.br/5290221927358760; Franco, Michele Cunha; Costa, Alexandre Bernardino; Cruz, João daThis dissertation investigates the existing relations between the Brazilian State and its prison population, proposing a theoretical discussion on the theme, using the bibliography review and documentary analysis. Through the creation and study of the categories Idealized State (EI) and Realized State (ER), the Brazilian Realized State category and the possibility of its subsumption to the concept of State of Exception are analyzed (AGAMBEM, 2004; 2007). The research also studies the conditions of incarceration of the Provisional Prison House (CPP) of Aparecida de Goiânia (GO), as well as reflections on the convergences and divergences between the EI and the Brazilian RE regarding the promotion and protection of rights, addressing also the relativistic and absolute theories of punishment. The prison group Primeiro Comando da Capital (PCC) is analyzed, focusing on its motto (Peace, Justice, Freedom, Equality and Union), through a bibliographic review seeking to point out divergences and convergences in the group's performance, based on the split of the object between PCC-Idealized (PCC-I) and PCC-Realized (PCC-R). The study demonstrates that Agambem's concepts do not apply to the relations between the Brazilian Realized State and its prison population, since the theoretical discussion held pointed to the occurrence of consensus sovereignty (GRAHAM, 2015).
