Resumo
This dissertation, defended in the research program State, Policies and History of Education
of the Postgraduate Program in Education of the Federal University of Goiás, aimed to
investigate a public policy as an expression of the dispute of corporate projects, of concepts,
of tensions between the correlation of asymmetric forces in the Brazilian capitalist society.
The research question of this study led to identify how to institute a public policy capable of
ensuring education as a fundamental right for young and adult workers. The object of study
was the National Program for Integration of Vocational/Professional Education with Basic
Education in the Modality of Youth and Adult Education (Proeja). The research sites (locus)
were five Federal Institutes (FIs), covering the period from the year 2005 until the year 2010.
Interviewees were federal professionals, managers and teachers who initiated and spread
Proeja in the national system, through the Setec/MEC, and in the Federal Institutes that take
part of the Federal System of Vocational/Professional, Scientific and Technological
Education. The research was based on concepts which aimed to understand the conceptions in
dispute of State, public policy and professional/vocational education consolidated in Brazilian
reality, as well as understand the responsibility for public actions of deployment,
implementation and materialization of social policies in Brazil. Data show that the State was
present at the encouragement of Proeja to provide education to the Brazilian workers. To
achieve this, the State offered specific funding and training for teachers, managers and
technical-administrative staff. An appropriate legislation has been created to induce this
policy, however, main results indicate the non-materialization of Proeja as a State public
policy since there is a difference between stated intent and the materialization of Proeja.
Results also indicate that there is a limited understanding with regard to guaranteeing the right
to education for youth and adult workers, confusion about the specificities of these two
groups, limits in the execution of teacher training and lack of teachers to work in the program.
Although there is a counter-hegemonic movement in the Federal Institutes to defend the
deployment of Proeja, what is happening is the liberal conception of equal rights, excluding,
therefore, different and “less capable” people.
