It presents the conflicts of social-political interests in the environmental management, aiming as analysis object the experience of the Environment Municipal Council of Goiânia. It presents an approach of the State relationship and civil society in the process of public management decentralization/centralization with a perspective of the paradigm of the power centralization of decision and management of the local territory only on the government institutions.
