Our goal is to show how was the process of occupation and modernization of Goiás cerrado and the emergence of these institutions and how this process, started in the first decades of the twentieth century, contributed to the cultural background and current reader. The research has shown that the time of the Cultural Baptism of the city of Goiania, cultural institutions were created with purely propagandistic ends without a truly social concern access to reading and information. We conclude that the historical trajectories of cultural institutions, particularly libraries, influence negatively to current practices, because this institutions, are few and were never accessible comprehensively to the whole population, but only to an elite.
