It examines the proposals for teacher formation, including that of primary teachers, at third level, which were debated and implemented in the early years of the country’s industrialization, from 1930 to 1946. The debates on the preparation of teachers at this period are marked by the historical context and by disputes between liberal and Catholic educators on the definition of the country’s educational policy. The first courses set up at IE – USP (1931) and at UDF (1935) for the third level formation of teachers at all levels, proposed in the New Education Pioneers Manifesto of 1932, became extinct with the arrival of the New State.
