In this period, Brazil was one of the most important countries world wide to receive Direct Foreign Invest-ment. Stable currency, a larger insertion into globalization process and openning market policies created the basis desired by the multinational coorporations in the automobile sector. There has been also a competition among States and Municipal governments (tax war) with ruinous consequences to the public fund, to regional development and for the Brazilian republican system.
