The article analyzes a management proposal executed in elementary schools in three regions of Brazil (North, Northeast, Mid-west), named School Development Plan. It shows how that proposal was institutionally achieved and examines its impact on the school work’s management and organization. Although anchored by autonomy and participation principles, this proposal brings a “strategical” and management vision, centered in budget rationalization and in operational efficiency.
