The 1988 Federal Constitution and the Law of Guidelines and Bases of National Education assign municipalities the responsibility for providing daycare slots, with technical and financial support from the federal government and the states. However, ambiguities and a lack of clarity in these regulations have led to divergent interpretations regarding the roles of the federative entities. The study shows that the division of responsibilities and resources among the federal government, states, and municipalities affects these entities' ability to meet the growing demand for daycare and preschool slots.
