The study aims to understand the general aspects of these provisional measures, discuss the complexity of the agrarian issue, and analyze how these issues have been handled through this type of instrument, questioning whether it is the most appropriate approach to resolving agrarian conflicts. To address this issue, the historical and inductive methods were employed, based on the assumption that the agrarian question stems from a structural problem of the capitalist mode of production. The research techniques included literature reviews and analyses, as well as studies of secondary data and documents, focusing on the content of the provisional measures and the related dissensions.
