In this article, based on research that identified a number of actions, policies projects and federal programs of the last six decades, we have chosen to present an analysis of concepts and principles expressed in two programs implemented in different contexts: the first consolidated in the Military Dictatorship, the Intensive preparation of Hand-to-Work (PIPMO), the second in the current federal government, the National Access to Technical Education and Employment (Pronatec).
