    Irregularidades em parcerias com o terceiro setor: análise das decisões do TCE/GO utilizando inteligência artificial

    This dissertation analyzes how the limitations and dysfunctionalities of the publicization model, in which the Public Administration transfers public equipment and delegates the provision of services to Third Sector entities, were addressed in the audits of the Court of Auditors of the State of Goiás. As a reference present in the literature review combined with exploratory research that used machine learning and artificial intelligence techniques, we sought to automatically identify and classify, through a predictive model, the main pathologies and irregularities identified by the Court of Accounts of Goiás in the relationships agreed between the civil society organizations and the public sector. The survey results point to the occurrence of irregularities in 84.05% of the total processes inspected by the external control body, indicating that the model of contracting in Goiás did not overcome the limitations and dysfunctionalities of contracting observed in the literature. The existence of gaps in the Legal Framework of the Third Sector was also demonstrated, providing an opportunity for the presentation of a recommendation to improve legislation with a focus on governance, through the suggestion of norms tending to promote ethical conduct, alternative forms of financing in the Third Sector Sector and that stimulate the expansion of the control activity focused on objectives, goals and results of the inspected partnerships.

    A aplicação do Lean Six Sigma para aprimoramento da accountability nas decisões do Tribunal de Contas do Estado de Goiás

    The Brazilian Courts of Auditors are entities structured to supervise the application of public resources, report their findings to society, hold those involved responsible and contribute to the correction of improprieties through the decisions they issue. This study analyzed the process of formatting, storing and consulting the decisions of the Court of Auditors of the State of Goiás, with the objective of evaluating whether the Court achieves a quality standard capable of favoring internal efficiency in monitoring the provisions handed down and instrumentalizing their follow-up by society. To do so, we used the Lean Six Sigma methodology, combining statistical models for measuring variability with business process management techniques. The results show low performance in relation to the conformity expected by the institution itself, mainly due to the elaboration of procedural documents and data registration without automation support that induces the fulfillment of quality requirements, a circumstance also observed in other Courts of Accounts in the country, indicating that the procedures used in the diagnosis and in the proposal for improvement presented can contribute to the improvement of other members of the Brazilian external control system.

    The modernization of processes and procedures through the use of technology is a trend from which Public Administration has not been immune. The management models that guide the provision of the public service have, over the years, been developed and incorporated the use of digital tools into their day-to-day activities, combining them with economy and efficiency.Transport serving institutional demands also benefited from the use of technology. The combination of outsourcing, the internet and the Global Positioning System (GPS) enabled the development of a project called TáxiGov, which has the support of third-party providers and was designed to reduce service costs and modernize the process, from requesting to execution. , until accountability. The experience began in Brasilia - Distrito Federal DF and expanded in Public Administration. The high costs of vehicular maintenance of its own fleet are an incentive for public bodies to choose to join TáxiGov, which is what happened at the Federal University of Goiás (UFG), which debuted the use of TáxiGov between 2021 and 2022. analysis of the hiring documents showed the lack of a method capable of estimating the demand for transport in the institution. The aim of this study and its objective are, precisely, to identify a demand estimation mechanism for the transport service at UFG, in terms of mileage, in order to support the bidding processes for the provision of the transport service. Data were collected on the historical series of mileage traveled by UFG's own fleet between 2013 and 2022 and the mileage traveled under the TaxiGov contract. The method selected was linear regression analysis. The applied tests applied resulted in the equation represented by -60471*x + 671121, which demonstrated that there is a strong linear correlation between the data provided, which can support, in a robust way, the calculation of the demand for transport at the UFG in future contracts that need the indication of this value.

    Autoavaliação institucional: proposições e evidências avaliativas para a pós-graduação da UFG

    In the last decades, the accelerated growth of Higher Education Institutions (HEI) boosted the creation of methods to evaluate them, which culminated, in 2004, in the conception of the SINAES Law. However, after 19 years of this law, there are still members of the institutions who are not satisfactorily included in the evaluation process. This is the case of students and professors of postgraduate programs who, despite being important sources of evidence on institutional development, have not had effective participation in institutional evaluations. To minimize this gap in the self-assessment processes in HEIs, this study proposed the development of an exclusive and unprecedented assessment instrument for postgraduate studies at the Federal University of Goiás (UFG). The general objective was to assess which factors are decisive, from the perspective of postgraduate students, for the development of the institution and its postgraduate programs. The social and academic contribution of this research is direct on its scientific field, since there is a lack of evaluative instruments and scientific research aimed at postgraduate studies. In the empirical field, the results obtained may help the UFG's Institutional Development Plan and other improvement plans. There is also the intention of contributing to future researchers and other institutions that want to implement evaluation at the postgraduate level. The methodology used was consist of bibliographic and documentary analysis, based on recent scientific texts and federal and institutional legislation. A case study of the self-assessment reports of the main HEIs in the country was also be carried out, in order to verify how the postgraduate assessment is carried out. Finally, through semi-structured interview techniques, the postgraduate evaluation questionnaire was prepared. Based on the analysis of the main results obtained, points that need improvement were identified, such as teaching and evaluation methodologies, the pedagogical project, and the planning of graduate programs, as well as infrastructure in general. Additionally, actions need to be taken to encourage scientific and technical production, extension activities, artistic production, and activities that value diversity. Finally, a proposal for institutional intervention was created, with solutions for the short, medium, and long term, depending on the actions that the administration will need to implement.

    Justiça como serviço: a criação de cargos de juiz de direito auxiliar no Tribunal de Justiça do estado de Mato Grosso como medida de acesso à justiça

    The present work is anchored in the concept of access to justice to conclude that the judicial provision is a public service, to be provided by the State, and therefore must comply with the constitutional principles that govern Public Administration and the model of managerial public administration, so that the needs of citizens are met, as they are the customers of the public service provided by the Judiciary. In view of this, it aims to analyze the feasibility of implementing positions of Auxiliary Judge in the Court of Justice of the State of Mato Grosso as a way of guaranteeing access to justice through an efficient and effective judicial provision. For that, a descriptive research was carried out, with a qualitative approach, using documental research and field study as a method. As a primary data collection technique, a panel of experts was used, with interviews conducted with 12 lawyers, presidents of subsections of the OAB/MT, considered relevant stakeholders of the process. The results demonstrate that other State Courts of Justice already adopt the positions of Auxiliary Judge; the creation of auxiliary judge positions would have an impact on the capacity of judges at the Court of Justice of the State of Mato Grosso; and that lawyers, as stakeholders, perceive the judicial provision by the Judiciary of Mato Grosso as slow, understanding that the creation of positions of Auxiliary Judge would have a positive impact on the efficiency and effectiveness of the judicial service in the State. As a Technological Technical Product, a law proposition was created, which will be presented to the Court of Justice of the State of Mato Grosso. It is concluded that, from the perspective of lawyers in Mato Grosso, the creation of positions of Auxiliary Judge is a measure that would positively impact the efficiency and effectiveness of jurisdictional provision, improving the quality of the justice service provided by the State Court of Justice from Mato Grosso.

    Higher Education Institutions (HEIs) are important in promoting innovative and sustainable actions. The application of these concepts: innovation and sustainability, is a challenge for any type of organization, understanding and being able to practice them, especially when its mission is also to teach them, makes this process an even greater challenge. Thus, HEIs are increasingly seeking to promote eco-innovative solutions. Eco-innovation can be defined as an innovation that can provide value to the customer and the business, reducing not only costs, but also environmental impact. In this sense, the Federal University of Goiás - UFG, in particular, sought to contribute through the Sustainable UFG Program. However, there is a lack of instruments, specific to the reality of these institutions, that evaluate existing projects. Therefore, the objective of this research was to develop a diagnostic model for projects in higher education institutions that incorporates the themes of eco-innovation and sustainable development and, from there, propose an action plan seeking to increase the presence of eco-innovation and sustainable development. in projects of this nature. The methodological course has seven steps, namely: bibliographic research, filing, elaboration of a textual corpus, textual analysis through two softwares (Iramuteq and Gephi), proposal of a diagnostic model, field research, and, finally, proposal of intervention. The intervention proposal is composed of an action plan, prepared with the help of the 5W2H tool, which seeks to improve the project and expand the presence of ecoinnovation and sustainable development. The results found show that the university in question is concerned with its impact on the environment and seeks solutions to reduce them. It was also confirmed that the Sustainable UFG Program is considered an eco-innovative project. On the other hand, it was evident that the academic community was unaware of the actions carried out by the institution and the project. In this way, the importance of publicizing and involving stakeholders in the activities of the project and the university itself is highlighted. In addition, the support of the State and private companies is valuable so that the project's actions continue and continue to positively impact the institution and its surroundings.

    Access, followed by the retention and success of students in higher education, can be understood as an opportunity to be equitably distributed, in accordance with Rawlsian principles of justice. In this sense, it is important to reflect on higher education institutions as implementers of public policies. Thus, this dissertation aimed to investigate the possible contributions of Evidence-Based Management (EBM) for the management of student dropout, retention and success, at IFG Câmpus Inhumas, in view of the performance of the Student Retention and Success Committee, between 2015 and 2019. Methodologically, the study was based on exploratory and bibliographic research, with document analysis and data collection through a questionnaire and interview. Similarities were found between the institutional challenges of dropout, retention na success management, and the stages of EBM. The agreement of the members of the Committee in relation to these institutional challenges, the role of the Committee and the principles of EBM was also observed. However, difficulties were identified in the organization of the Committee's activities, such as frequency of meetings, division of tasks, fulfillment of all attributions and interaction with other sectors of the Campus. In view of these findings, a proposal for the organization of the Committee's activities was elaborated.

    The concentration of inhabitants in large urban centers imposes several challenges on the planning and management of cities, whether related to environmental management or the adequacy and expansion of existing infrastructure. That said, smart cities (SC) initiatives have been presented as alternatives in the attempt to solve some of these problems. In this scenario, the aspect of smart urban mobility appears as one of the main axes of SCs, as it addresses the transport systems of cities and is directed related to the quality of life of the population. In this context, this study aimed to identify indicators that allow the evaluation of smart urban mobility actions and their impacts in the context of smart cities in Brazilian municipalities. This research was carried out through a hypothetical-deductive and a predominantly qualitative approach, alongside with an interpretive analysis of data in a case study in Aparecida de Goiânia. The data investigation was carried out through indirect observation techniques - systematic literature review and documentary research. As part of the results, it is pointed out that 15 finalistic MUI indicators were filtered. After contextualizing them to the reality of Aparecida de Goiânia, object of the case study, there were positive results such as the increase in the application of public spending and the reduction of deaths caused by traffic accidents. However, there is still room for the implementation of other public policies that encourage, for example, cycling and the adoption of low-emission vehicles.

    Análise do modelo de progressão na Assembleia Legislativa do estado de Goiás – impactos motivacionais

    The Brazilian public administration works with two concepts related to the career evolution of civil servants: progression and promotion. Public organizations adopt their own requirements for professional development, with, in general, remuneration increases for each standard or class achieved. Such incentives, however, should not be limited to financial aspects only when the intention is to influence the employees' motivation and consequently impact productivity. Focusing on the Legislative Assembly of the State of Goiás (ALEGO), this research addressed the career path to which permanent government employees are subject, as well as the models of professional evolution adopted by other Legislative Assemblies in the country for comparison purposes. The model conceived by ALEGO was also correlated with motivational theories. The general objective of the study was to investigate whether ALEGO’s professional development model influenced the motivation of employees and, if so, to assess whether positively or negatively. The study also found that the implementation of a new career path that considers individuality for motivational purposes does not violate constitutional principles. Descriptive research was developed, framed as a case study. Structured interviews with 12 permanent employees of ALEGO were carried out, which integrated precepts of various motivational theories. Currently, ALEGO only considers the temporal gap for professional advancement, not having or using metrics to measure the productivity of its employees. In the rest of the country, data obtained indicated the existence of legislative bodies that use a mixed system of progression/promotion, with a strong tendency towards the extinction of career paths that only consider length of service, opting in general for systems based on merit. The analysis of the career evolution system in face of motivational theories, through theoretical application according to the answers given by the interviewees, allowed the elucidation of gaps in the model adopted by ALEGO, which can prevent the servers from achieving maximum professional performance. Almost all employees interviewed (91.7%) were dissatisfied with the automatic progression and exclusively by length of service and, of these, all viewed positively systems considered more complete for professional development adopted in the rest of the country. As an intervention proposal, the remodeling of the current system of progression by length of service and the stipulation of goals to obtain an extra remuneration increase was idealized. The need for further technical studies to assess the project’s feasibility was verified not ruling out the indispensability of legislative approval.

    Currently, Higher Education Institutions in Brazil depend on software to carry out their activities. Thus, the choice of software to be used can influence the teaching process. And the institution budget Proprietary software can, among other things, disrupt the budget due to license costs and, in addition, there is the possibility of lock-in to proprietary standards and solutions. Free software (FS) can be an alternative, but it also can create other needs, such as training of students and technicians. Based on this, it is understandable the need to make a decision on which modality of software to use. Several studies have already identified factors that help this decision on adoption or not of FS. However, these works do not contemplate a method for decision making that considers the relevance of such factors. In this sense, this study proposes the construction of a decision-making matrix regarding the adoption or not of an FS considering the perception of different actors in the university. For this, the Analytical Hierarchy Process was used as a method to aid in multi-criteria decision making. The construction of this matrix was made using interviews with semi-structured scripts and questionnaires. The interviews was used to verify the adequacy of the identified factors to the local reality and the questionnaires for the creation of the matrix with the prioritized factors. Finally, the matrix was validated through a case study with the distinct actors. The results showed that the matrix enabled the identification of the most suitable software in accordance with the opinion of the actors and identified the criteria with the greatest and least impact in the evaluation of the software's characteristics.

    Proposta de uma solução gerencial para o uso dos resultados de projetos de pesquisa no contexto de universidades públicas

    One of the pillars of federal institutions of higher education is the development of scientific research that serves different areas of activity. Many of these studies are carried out in the institution's own administrative units, generating knowledge about that area. However, it is not uncommon to find works with proposals for practical applications, but which were not used, remaining only in theory. Therefore, the objective of this research is to create a managerial solution for developing research projects and implementing their results in higher education institutions. The method used was the case study, using bibliographical research, documental research, application of questionnaires (survey) and, finally, a validation with experts in the field. The case analyzed in this research was the postgraduate course in public administration (Profiap) at the Federal University of Goiás, which is characterized by the development of works that have application in public administration. After the diagnosis made at UFG, it was noticed that there is a distance between the field of academic research and institutional management, which often causes managers who do not know what studies are carried out in their units, and also works that have products but which were not used by those involved. Therefore, to solve this problem, the main contribution of this work is the implementation of the developed technological intervention, which meets the proposed objective and consists of three parts (registration, monitoring and information). In relation to registration, the system allows managers to register their demands and researchers to post their experiences and work. Monitoring is done through a project office, which assists in the management of the products developed and, finally, in the information part, the academic community is informed about the quantity, area of operation, stages of implementation and other relevant data regarding the research carried out. Thus, when developing studies that are actually monitored and applied, which align managers and researchers with the same p u r p o s e , r e s e a r c h t e n d s t o b e m o r e e f f e c tiv e , g e n e r a tin g im p r o v e m e n t s in p u blic a d minis t r a tio n.

    Saúde mental em tempos de pandemia: um programa de comunicação interna de atenção à saúde do servidor da Universidade Federal de Goiás

    In conjunction with emergency public health actions to control a pandemic of the new coronavirus that emerged in China in 2019 and spread rapidly around the world in early 2020, there are several emergency efforts to reduce the negative impact on workers' mental health. In the context of education, the pandemic imposed social isolation as a preventive measure, as educational environments have a high flow of people. This scenario also changes the routine of employees at the Federal University of Goiás, a public higher education institution. In this sense, the objective of this study is to understand if there is an impact relationship between the Covid-19 pandemic and the mental health of the servers and how can communication contribute to reducing the impact of the pandemic on the mental health of the UFG servers? First, it is intended to characterize the psychological suffering of the servers. The methodology used analyzes secondary data from an institutional survey carried out by the UFG, through the case study, which consists of using techniques for surveying and analyzing information from multiple sources in order to deepen the issues of a single group. A descriptive analysis of the data, frequency distribution and correspondence analysis was performed for the variables with the response categories. Data analyzes were performed using the Sphinx® system. With this, it is intended to propose measures to reduce the negative impact of the pandemic on the mental health of the professional academic community, through the proposition of an internal communication program for the health care of the UFG civil servants. Based on this study, it is examined that there is an impact relationship between the Covid-19 pandemic and the mental health of university employees, in addition to the work regime, as it included most UFG employees in Remote work has also been configured as a catalyst for mental disorders such as anxiety, depression and others. It must also be considered that some groups of servants felt the effects of these measures at a higher level, such as the elderly, professionals who have children, especially those belonging to the female gender and outsourced workers.

    Qualidade de Vida no Trabalho (QVT) e comprometimento organizacional no serviço público: um estudo na Secretaria de Estado da Administração de Goiás (SEAD-GO)

    The present study addresses the themes of Organizational Commitment and Quality of Working Life (QWL) and aims to identify ways to encourage Technical Servers in Public Management of State Secretariat for Administration of Goiás (SEAD-GO) through the use of QWL. Thus, a bibliographical research was carried out on the Tridimensional Model of Commitment, by Meyer and Allen, and on QWL, based on the theoretical perspectives of Limongi-França and Walton's practice, as well as a study on Brazilian Public Administration under the legal scope, and related to SEAD-GO, through laws and official documents. The research has an applied nature, with an exploratory and descriptive perspective. The questionnaire was used as a data collection instrument, consisting of 28 Likert items, 12 to measure the profile of commitment, adapted from Meyer, Allen and Smith, and 16 to measure the perception about the attendance of aspects of QWL, adapted from Walton. The questionnaire was sent to 367 public management technicians located at SEAD-GO, reaching a total of 54 responses. It was found that the components that form the commitment profile have the means close to the central value of the scale (3.0), in this order: affective (3.38), normative (3.08), and instrumental (2.9). In relation to the employees' perception of the investigated QWL aspects, six aspects were observed (safe and healthy physical environment, from the working conditions category; autonomy, from the use and capacity development category; relationship, from the social integration in the organization category; labor rights, from constitutionalism category; balanced role at work, from work and total living space category; company image, from social relevance of work in life category), and failure to meet two aspects (justice in compensation, from the fair and adequate compensation category; and personal growth, from the growth opportunity and security category). The intervention proposal, Inclusion, in the Goiás legal system, of advantages to technical employees in public management of SEAD-GO who qualify, was elaborated based on the research results, and suggests acting on the personal growth aspect, of the growth opportunity and security category of Walton's model, which was considered as not met by SEAD-GO, as the employees perceive that SEAD-GO encourages qualification, but, at the same time, does not offer advantages to employees who qualify.

    Carrying out an economically viable public procurement process that, as a source, adds value as activities of public servants, in order to meet the interests of society, remains a major challenge for the Public Administration. Despite the innovations made in the bidding laws, the operational routine of prioritizing the procedural formalism in acquisitions is present in the bodies, causing inefficiency and harming contracting. Exploring other concepts, such as the strategic management of supplies in the private area and bringing it to the public sector can reduce the waste of public spending and improve acquisitions through electronic trading in these times of economic instability aggravated by COVID-19. Based on the definitions of IN 05/2017-MPOG, this research divides the purchasing process into three stages: planning, supplier selection and contract management. Thus, with this established structure, the aim is to integrate the PDCA management cycle, formed by the phases of planning, execution, control and corrective actions with the stages of the procurement process. Thus, this research aims to propose the implementation of a cyclical management to improve processes in public tenders as a learning process. A qualitative research was carried out, applying the action-research method. The sources used were the researcher's participatory research in the purchasing process, feedback from the actors involved in the process, documentary, and bibliographic survey. As a result, it was found that the continuous improvement practices adopted increased the index of items accepted in the supplier selection stage and the conformity of materials received by the applicant, resulting in a reduction in rework and better budget execution by the Public Institution in the case studied. The main contribution that this work presents is an approach that can generate greater efficiency in planning with the use of the cyclical management model in public procurement processes available throughout the public administration environment.

    This research explores the administrative process of purchasing airline tickets at the Federal University of Goiás – UFG, demonstrating the financial impact that is generated by the time interval between the request and the actual purchase of airline tickets. Using as a guiding guide the structured method DMAIC, proposed by Six Sigma, and mapping the process, it was possible to identify the causes of variability, measuring the processing time in each step and its impact on the total time of the process. With the identification of inefficiencies, it was possible to define intervention proposals. The results show that from the proposed optimization, the purchase interval is reduced, providing a reduction in the price of airline tickets, and thus bringing financial gains to the institution.

    The indebtedness of families has been growing in recent years and this issue worsens even more when data on the ability to pay debts of this core are analyzed. The servers, the target audience of the research and because they have specific characteristics in their work regime, such as stability, face relevant challenges in maintaining a healthy financial life. In this research, we investigate the dimensions that determine the mitigation of over-indebtedness and through data analysis it is possible to point out financial education as a solution to reduce the damage of lack of control and resource planning. A sample of 258 participants were interviewed and information obtained through factor analysis showed that the custom of comparing credit options is a major factor for the success of the financial balance. The findings are original, since it puts in the background established evidence as self-control for the success of personal finances. The Logistic Regression technique indicated robustness of the model that can be used for predictions in the context of Financial Education. Theoretical and practical contributions were recorded when a questionnaire with 54 questions is validated for debt and financial education issues.

    This study has as an analytical cut the education sector policy, notably the Program to Support Restructuring and Expansion Plans of Federal Universities - REUNI, at the Federal University of Goiás (2007 to 2012). It aims to analyze how the university expansion induced by REUNI (2008-2012) has led to changes (management, hiring of teachers and administrative technicians in education-TAE, expansion of vacancies, creation of new courses and etc.) in the context, and propose a plan of action to enable effective actions for the goals that were not reached. Thus, the preparation of the action plan was based on the diagnosis of REUNI in the UFG (agreed goals and goals met or not). For this purpose, this qualitative-quantitative research had as techniques of procedures for collecting data: bibliographical, ex-post-facto documentary, and case study. It was concluded that, even with the increase in the number of vacancies in the undergraduate program, the number of enrolled students did not correspond to the expected estimate. It was verified that the sector that suffered the greatest impact and change in the UFG was infrastructure, improving existing physical spaces and building others. Growth was identified both in the number of vacancies offered, as well as in actual enrollments, post-graduation (masters and doctorates), as a function of the policies of student assistance programs. In general, the goals agreed by the UFG in REUNI were partially fulfilled, and the results of the program were significant, not only at the structural level, mainly as a governmental action that enabled a significant number of students to have access to higher education.

    The research presents the development of a plan for implementation and follow-up of management by competencies for the positions of pro-rector and manager of unit of the federal universities of Brazil. Therefore, the work involves: study of the organizational structure and administration of federal universities; characterization of people management in the Brazilian public administration, focusing on competency management; diagnosis of functions and managerial skills for the posts of pro-rector and manager of unit of the federal universities; development and application of a method to detect skill gaps between occupants of these positions; guidelines for the practice of competency management for the posts in question. The management by competences, the basis of the whole study, is the strategy that guides the management of people in the federal public administration of Brazil. The strategy was introduced at the governmental level through Decree No. 5707 / 2006, which established the National Policy for Personnel Development (PNDP). Specifically, we work with the PNDP guideline that guides the specific training of civil servants to hold management and advisory positions in the federal public sphere. It is a qualitative research in relation to the content, quantitative as to the means to reach the results, exploratory and applied. The research points out difficulties in the execution of management by competencies in the Brazilian federal administration as a whole and in federal universities in a specific way, mainly in the mapping of competencies, in compliance with the guideline that guides the specific qualification of the occupants of managerial positions and in the evaluation of performance of the occupants of these positions. It shows that the PNDP is a potential mechanism, but has been practically unchanged for more than a decade, and a review is timely and necessary to boost competency management in the country. The field study, conducted with the participation of pro-rectors and managers of units of the 63 federal universities in Brazil, brings, among other results, that: 47.5% of the participants do not have any training in management; about 20% of these agents do not seek management training; 51.5% of universities do not offer this type of training; 68% of the institutions do not evaluate these managers or do not do so in an appropriate way; in a roll of 12 competencies, pro-rectors present the largest gap in self-control competence, while unit managers have greater gap in innovation competence. In general, no major distortions are found, but the research indicates the need for capacity building to overcome existing failures, as well as actions to improve and maintain skills already acquired.

    This project aimed to develop a budgetary matrix, researching ways to associate with the budgetary source of Federal Institution of Superior Education, elements of quality and indicators of the evaluation of Higher Education. For this, three very important points for the Federal Institutions were analyzed. The first is the financing of the Federal Institutions of Higher Education, composed mostly of funds passed on by the Union, the main sponsor. The second point addressed the quality of public service directed to the citizen. The quality of the concepts and tools has since long been used in products and services, and recent work has been developed for their application in the public service. The third point is the use of indicators to qualify courses and IFES. To this end, the Federal Government created the National Higher Education Evaluation System, which evaluates aspects such as teaching, research, extension, social responsibility, institution management and faculty, seeking to improve the merit and institutional value. By studying and analyzing these three points, this research sought to link them together to formulate a budgetary matrix to further analyze the Federal Institution of Superior Education budget, looking for more efficient ways to manage public resources, providing greater benefits to society and transparency in its operations. In this sense and as a link to create a field of integration between the three highlighted points in this research, the Stakeholder Theory was approached, characterized and applied.

    Participação e comprometimento na elaboração do planejamento estratégico: uma proposta de aprimoramento para as unidades acadêmicas da Universidade Federal de Goiás

    The resistance in the Federal University of Goiás (UFG) by the academic community in relation to the process of elaboration of Strategic Planning (PE), mainly in its Academic Units (UAs), motivated the accomplishment of this research, whose general objective was to analyze and to understand the resistances, to systematize procedures and requirements that would allow to increase the participation and the commitment in the process of elaboration of the EP of UFG UAs. The model to evaluate the resistance to the process of elaboration of PE in the UFG's UAs was developed with theoretical basis in the work demotivation and resistance to change, and four categories of analysis: server, organization, culture and process. The research was carried out in four stages: Theoretical basis, Study of the main causes of resistance to the process of elaboration of PE in UFG UAs and possible solutions, Diagnosis of the development of PE in the UFG and Elaboration of a Guide. The results of the study revealed that the structure of the EP, set forth in Resolution CONSUNI nº 10/2006-UFG, is not applied by most of the UAs. The research also indicates that 25.9% of the UAs do not perform the EP at present. It also points out that one of the possible causes of non-participation in the implementation of the EP can be linked to the propensity to resist those who, with age, have acquired assets, skills or prestige, but can also be linked to stability and organizational change when aimed at the public good. Regarding the main causes of resistance to the EP elaboration process in UFG's UAs, the research results indicate, among others, the lack of regular training on the EP, the non-disclosure of periodic monitoring reports by the EP, the lack of techniques related to the PE management tool and the lack of knowledge about the PE management tool. With the objective of increasing the participation and commitment to the process of elaboration of the EP in UFG UAs, a number of actions were suggested, among them, facilitation and support, attention to cognitive skills, provision of training, dissemination of periodic follow up reports PE, analysis and the re-establishment of a communication base. The results of the research made possible the presentation of potentialities based on the questions with the highest degree of agreement, for example, the willingness of the respondents to seek renewal and institutional change through the EP and the recognition of the EP as an important management tool to deal with the threat of the external environment.
