Resumo
The main objective of this research is to identify the relation between Geographic Networks and Oiapoque’s level of development. We also identified the Technical and Service Networks or Communication present in this part of the territory, as well as the subjects and relations established from the Geographic Networks in order to understand the meaning of the ideas that define the concept of development. In order to reach this goal, we carried out a bibliographical analysis about the central concepts that support this thesis, namely, Geographic Networks and Development, as well as focusing on documents, reports and events experienced daily resulting from the fact of residing in Oiapoque; and therefore having the opportunity to be witnessing the maintenance and (re) emergence of new Networks: thus, from a geographical bias, being able to emphasize the spatial location of these old / new phenomena. The analysis of the bibliographical materials, fieldwork and tabulation of the data collected led us to understand that the Geographic Networks’
current situation in Oiapoque is the result of a dialectic relation of cause and effect pertinent to political, economic and cultural issues that engender and shape the space according to the interests of those who are economically hegemonic; in Oiapoque’s specific case, those linked to the mining economy. The non-homogeneity of the actions promoted by the capitalist production system and consequently by the influence of the networks reveals different territorialities in the spatial configuration of Oiapoque, which are perceived through the actions of individuals or differentiated times that often promote retracted tensions. In view of the technical networks’ situation in Oiapoque, we can see that their partial connections result in the establishment of a network of services and communications that is accessed in different ways and that produces different temporalities in this part of the territory. The municipality’s current situation is of great importance to understand whether the structural changes that are taking place will modify the development indexes, or whether the models adopted for that purpose are the most suitable for such a specific portion of territory. This situation / state proves our thesis that the Geographic Networks in the municipality of Oiapoque both condition and are conditioned by the level of development, since they are not capable of promoting themselves qualitative changes in social areas (Education, Health, Employment and Income), essential for improving the population’s living conditions. Thus,
it is fundamental that the implementation of these networks be accompanied by public policies that ensure social opportunities, even if conditioned to a concentrative, expansionist and even excluding model of production.
