Planetary urbanization occurs concomitantly with metropolization. Despite the challenges associated with metropolises, the Brazilian political agenda has never given due prominence to the issue of metropolitan regions. It is relevant the objective of understanding the production of the object, the metropolitan region, in an inseparable way from those subjects that produce it as a particular entity. When considering the Região Metropolitana de Goiânia, gaps in the legal-administrative apparatus are perceived, with limitations on the scope of action of public agents and the most prominent political actors, in general, give little weight to the institutions related to the theme. The expansion of social participation enables the emergence of authors and reflective subjects in thematic fields, causes and centralities, which can contribute to changes in the political, governmental and decision-making agenda in favor of planning and democratic metropolitan governance.
