It focuses on an aesthetic and political critique of the construction of an urban park on the site of a former biquinha located in the Jardim América neighborhood of Cariacica (ES), which was developed under a militarized design strategy that disregarded existing social, cultural, and landscape elements. Grounded in debates on the right to the city, urban commons, and insurgent citizenship, the study examines the collective design of a public square as a shared urban space. The project adopts a framework of “plural praxis” —strategic, experimental, insurgent, reflective, and expressive— to articulate partic-ipatory design, technical collaboration, and community mobilisation. Through workshops, collective mapping, tactical urbanism actions, and the co-production of design proposals, the initiative sought to transform a neglected area into an inclusive public space while fostering social innovation and local development. Beyond its material outcomes, the project highlights the role of shared experience, collec-tive imagination, and citizen participation in reclaiming urban commons in contexts marked by socio-spatial inequality.Item type: Item , A luta por moradia (digna) em tempos de pandemia: uma leitura crítica da “Campanha despejo zero” em Goiás(2025) Veiga, Isabela Caixeta; Rezende, Wagner de SouzaLa pandemia de Covid-19 ha agravado los problemas sociales en Brasil, lo que ha aumentado la letalidad del virus. En una época que requería aislamiento social, muchos estaban siendo desalojados de sus hogares. A favor de suspender los desalojos colectivos,varias instituciones, organizaciones, movimientos sociales y líderes políticos se unieron en la Campaña Desalojos Cero (CDC), que articuló el debate sobre el derecho a la vivienda y a la ciudad. Este artículo tiene como objetivo denunciar el papel protagónico del Movimiento de Trabajadoras y Trabajadores por los Derechos (MTD) en las acciones del CDC en la Región Metropolitana de Goiânia. Apoyados en un marco teórico alineado con la teoría urbana crítica, establecemos una discusión sobre la lucha por el derecho a la ciudad y a la construcción de espacios para la ciudadanía en territorios periféricos.Item type: Item , Urbania: um jogo educacional para pensar cidades, ecologia e política(2025) Rezende, Wagner de SouzaObjective - The study discusses the production of an digital educational game (DEG) that stimulates social engagement in the formulation of urban planning strategies in the context of climate change. The research aims to develop cognitive skills in elementary school students, enabling them to think about sustainable solutions for Brazilian cities in the 21st century. Methodology - The research is based on the design, validation and evaluation of a prototype digital educational game (DEG) called Urbania. The game was designed to offer an interactive environment in which participants explore urban environmental challenges, propose strategies to improve quality of life and interact with other players. The prototype was evaluated by university students, who recognized the potential of using JDEs as a tool for civic participation in urban planning. Originality/relevance - The study fills a gap by exploring DEG as a didactic-pedagogical resource aimed at teaching urban planning and sustainability. The research highlights gamification as an innovative strategy to foster citizen participation and critical thinking about urban environmental challenges. Results - The findings indicate that educational digital games can raise awareness of the Sustainable Development Goals (SDG) and strengthen students' ability to formulate effective urban strategies. The game proved to be an interactive and accessible tool to introduce sustainability concepts, promoting reflection on inclusive urban planning. Theoretical/methodological contributions - The research contributes by exploring the use of gamification in the teaching of urbanism and sustainability, demonstrating its potential to improve learning methodologies and civic engagement. Social and environmental contributions - The Urbania game encourages the active participation of students and citizens in urban planning, raising awareness of environmental challenges and encouraging the adoption of sustainable practices. The proposal contributes to the formation of citizens who are more aware and engaged in the transformation of cities.Item type: Item , Pandemia, encarceramento e a crise do direito à saúde: uma perspectiva constitucional no contexto goiano(2025) Moura, Rafael Soares Duarte de; Silva, Rafael Gonçalves da; Pagliaro, Heitor de CarvalhoThis investigation analyzes whether there was a protection for the social right to health of the prison population during the management of the health crisis of the new coronavirus in the Brazilian state of Goiás. To satisfy the scope of the research, we review ed from the structural problems in providing the fundamental guarantees in health for the inpatients in the country to the process of establishing the health crisis of covid-19 in the Goian chains. The text is qualitative and, if it applies to the procedures of bibliographic and documentary review, the latter have as a priority source the public regulations issued by the Government of the State of Goiás and the General Directorate of the Penitentiary System from March 2020 to March 2021. The evidence found shows that the social right to health of prisoners, in the chosen temporal and spatial context, was not guaranteed by the state government. This finding causes damage to the realization of human rights and goes beyond the sphere of the right to punish, beingan abuse of the state's punitive capacity, configuring a blatant state of unconstitutional things that must be corrected in the course of the pandemic crisis and after the health urgency has ended.Item type: Item , El derecho humano a la salud en el sistema penitenciario brasileño durante la pandemia de COVID-19: el caso de Goiás(2025) Pagliaro, Heitor de Carvalho; Moura, Rafael Soares Duarte de; Silva, Rafael Gonçalves daLa presente investigación analiza la garantía del derecho social a la salud de la población carcelaria durante la gestión de la crisis sanitaria provocada por el nuevo coronavirus en el estado brasileño de Goiás. Con el objetivo de responder a esta cuestión, se abordan tanto los problemas estructurales en la prestación de las garantías fundamentales de salud para los reclusos en Brasil, como el desarrollo de la crisis sanitaria del COVID-19 en las unidades penitenciarias de Goiás. El estudio es de carácter cualitativo y se fundamenta en una revisión bibliográfica y documental, priorizando como fuentes las normativas públicas emitidas por el Gobierno del Estado de Goiás y la Dirección General del Sistema Penitenciario durante el período comprendido entre marzo de 2020 y marzo de 2021. Los hallazgos evidencian que, en el contexto temporal y espacial analizado, el Poder Público estatal no garantizó de manera efectiva el derecho social a la salud de los reclusos. Esta constatación genera un grave detrimento para la protección de los Derechos Humanos, excede la esfera del ius puniendi, y configura un abuso del poder punitivo del Estado, constituyendo así un flagrante estado de cosas inconstitucional que debe ser corregido tanto durante la crisis pandémica como tras el fin de la emergencia sanitaria.Item type: Item , Universalismo crítico dos direitos humanos: dialética entre moralidade justificada, positivação jurídicae pluralismo cultural(2025) Ribeiro, Luiz Henrique Pacífico; Pagliaro, Heitor de Carvalho; Moura, Rafael Soares Duarte deThis article aims to reintroduce the debate on the universalism of human rights based on the contri-butions of Gregório Peces-Barba, Francesco Viola, and François Jullien. Using a theoretical and comparative approach, the study examines the critical conceptions of each author, focusing on claim processes, legal positiva-tion, and cultural interactions. The analysis highlights how “living universalism” can adapt to the challenges of a globalized and plural world, reconciling the demand for universality with respect for cultural, political, and social particularities. However, it is essential to consider challenges such as unequal access, the associated costs and digital illiteracy, to ensure that the benefit of digital democracy is truly inclusive and equitable. The recognition of internet access as an essential component of democracy highlights the importance of ensuring that all citizens have the opportunity to contribute to and fully benefit from the digital environment. The general objective is to face the question of the imminent need for the national legal system to recognize the importance of internet access as a fundamental right, and to achieve it, the research aims to update the debate on what fundamental rights are; critically-reflexively analyzing how internet access proves to be a fundamental right; and reinforcing the reasons why internet access is an essential condition for democratic life in Brazil. Based on the requirements established by the current national legislation, international standards and reports issued by the UN, there is a need to establish access in the Brazilian Magna Letter, so that the highest law recognizes the fundamental right of internet access today.Item type: Item , A intencionalidade como categoria epistemológica da administração política: uma análise do significante e seus significados(2025) Petean, Gustavo Henrique; Passos, Paulo Martins dosThis article proposes the systematization of intentionality as a fundamental epistemological category of Political Administration. The research, which is theoretical-empirical and qualitative in nature, is based on a dialogical analysis of discourse for the analysis of Brazilian scientific texts available in the SPELL repository. Occurrences of the term “intentionality” were extracted and systematized with the aid of Artificial Intelligence tools (ChatGPT and DeepSeek), employed as instruments of semantic triangulation and logical organization, without replacing human interpretive analysis. The analysis resulted in the identification of six meanings of intentionality in the field of Political Administration: (1) teleological; (2) epistemological; (3) ontological; (4) critical, aimed at unveiling the hidden purposes of the State and capital; (5) normative; and (6) transformative. These meanings express the semantic multiplicity of the category and show that intentionality is the central signifier of the field, articulating its philosophical, theoretical, and practical dimensions. It is concluded that intentionality operates as a mediating category of Political Administration, as it articulates teleology, epistemology, and ontology in the same theoretical movement. The study thus contributes to the recognition of intentionality as a structuring principle of administrative rationality, opening up new possibilities for research on the critical and emancipatory foundations of Political Administration.Item type: Item , O capital industrial e o setor frigorífico no estado de Mato Grosso do Sul(2025) Petean, Gustavo Henrique; Oliveira, João Gabriel de Araujo; Silva, Sérgio Fernando Campagna Moura da; Ferreira, Fernan Martins Fernandes; Benini, Elcio GustavoThe slaughterhouse industry in the state of Mato Grosso do Sul, emerges as one of the main agribusinessactivities. This article aims to understand the socio-historical transformations of the slaughterhouseindustry in the state of Mato Grosso do Sul. Using a bibliographic research, the secondary data analysis,presents the changes in the agribusiness sector. In the 80s and 90s, there was an increase in the number ofmeatpacking companies opened in the state, after 1985, in ten years, 23 industrial units were opened,however, growth was halted and changes in large companies in the sector, changed such scenario.Currently, meatpacking companies tend to concentrate units in a few holdings. Half of all cattleslaughtered in the state are made by only two groups. This transformation also impacts workers who arebeing employed by larger and larger units. In 2020, companies with more than 500 employees have 80,35% of the sector's employees.Item type: Item , Desempenho acadêmico de estudantes em políticas de ações afirmativas: uma análise qualitativa e quantitativa(2026) Andrade, Kênia Rodrigues; Bernardelli, Luan Vinicius; Oliveira, Cristiane Helena Tomaz de; Petean, Gustavo HenriqueAffirmative action policies, especially those regarding the reservation of places in higher education institutions in Brazil, have sparked debates regarding the difference in academic performance between students who participate in affirmative action and those who do not. Given this scenario, the main objective of this study was to analyze research on academic performance between the two groups, based on a bibliometric study. To achieve the proposed objectives, quantitative and qualitative analysis techniques were used. From a qualitative point of view, the research was carried out through a systematic bibliographic review of data collected from the Web of Science platform. The data were tabulated in Microsoft Excel and treated using the PRISMA method with inclusion and exclusion criteria. The results of the qualitative research indicated that the difference in academic performance is insignificant between the two groups in most studies. However, based on data from ENADE 2018, it was found that affirmative action students at Public Universities had a lower score compared to those admitted through broad competition, especially in the General Fundamentals item. However, the behavior of students at private universities is the opposite. Students admitted through affirmative action have higher grades with statistically significant differences at a 99% confidence level. Therefore, considering the differences in affirmative action policies between the types of institutions (public and private), it is important to highlight that empirical analyses on this topic should be carried out separately.Item type: Item , Participação social na gestão do transporte metropolitano. Lições (ou ausências) da experiência de Goiânia(2025) Morais, Déborah Lopes de Matos; Petean, Gustavo Henrique; Kneib, Érika Cristine; Benini, Elcio GustavoEn 2015, el Estatuto de Metrópolis estableció directrices para la gestión interfederativa de las regiones metropolitanas de Brasil. En cumplimiento de este marco, Goiás formalizó en 2018 cuatro funciones públicas de interés común para la Región Metropolitana de Goiânia (RMG), entre ellas la movilidad y el transporte público. Este artículo analiza cómo la gestión metropolitana y la participación social se manifiestan en esta función, tomando como caso de estudio la Companhia Metropolitana de Transportes Coletivos (CMTC), único órgano metropolitano activo en la RMG. A través del análisis documental —legislación y planes sectoriales—, se realiza un estudio de caso, con apoyo teórico y práctico en los modelos de Curitiba (PR) y Recife (PE), se identificó que, aunque la RMG adopta un formato institucional avanzado en términos de gobernanza, la participación social sigue siendo limitada, restringida a mecanismos formales sin influencia efectiva en las decisiones. La conclusión es que la ausencia de canales deliberativos y la baja representatividad de los actores locales ponen en entredicho la plena realización de los principios del Estatuto de Metropolis, lo que exige reformas para reforzar la democracia participativa a escala metropolitana.Item type: Item , Efeitos do “teto de gastos” nas universidades brasileiras: alternativas e desafios(2025) Alcantara, Akeson Helder Rosa de; Petean, Gustavo Henrique; Motta, Maria Carolina CarvalhoThis paperanalyzes the impactof Constitutional Amendment No. 95/2016, which imposed the "Spending Ceiling," on the budgetsof federal universities, focusing on budget decisions to deal with the political and economic crisis after the amendment was approved.The studyhighlights the growing dependence of universities on extra-budgetary resources, especially the decentralized execution terms (TEDs), due to the reduction in direct resources. Usingan exploratory, descriptive,and quantitative approach, data on TEDs between 2013 and 2023, and the annual budget of universities between 2011 and 2023 were analyzed. The results show asignificant decreasein resourcesfor financingand investment, accompanied by an increase in the share of TEDs, which compromises the financial autonomy of universities and exacerbates regional inequalities in the distribution of resources. The study's main contribution is to highlight the need to review public higher education funding policies to ensure greater equity and sustainability.Item type: Item , Lean thinking e teoria do Stakeholder: proposta de gestão por processos em uma Instituição Federal de Ensino Superior(2025) Machado Júnior, Eliseu Vieira; Machado, Fabiana Moreira; Moraes, Rodrigo Bombonati de Souza; Petean, Gustavo HenriqueAbstract:In the current context of management of Federal Higher Education Institutions (IFES), with continuous challenges, difficulties in dealing with rapid changes and demanding regulatory control over their actions, the competitiveness factor in the public sector has emerged, previously common only in the private sector. Aiming at alternatives to increase performance in complex scenarios, it is essential to adapt and consolidate theoretical bases for the application of incremental practices to Process Management in IFES. This research, based on the use of the principles and tools of Lean Thinking and Stakeholder Theory, aimed to propose an incremental methodology for process management, as an organizational intervention within the scope of the Federal University of Goiás (UFG), based on the evaluation of the process of functional progression of professors. The research method used was documentary research, field survey and field study, with collection of documentary and normative data, application of questionnaires (survey) and interviews with IFES employees, with the purpose of identifying the perceptions of value in relation to the process studied. As a result, a proposal was obtained for a new methodology involving the process vision, since UFG does not have a culture anchored in process management, with the indication of significant improvements in process fluidity, elimination of unnecessary operations and movements, reduction of waits and creation of value for stakeholders.
