Resumo
The current text reflects upon changes that have occurred in public
schools, based upon the structural changes and the “managed revolution”
implemented in Brazil since the 1990’s. The article analyzes a management
proposal executed in elementary schools in three regions of Brazil (North,
Northeast, Mid-west), named School Development Plan. It shows how that
proposal was institutionally achieved and examines its impact on the school
work’s management and organization. Although anchored by autonomy and
participation principles, this proposal brings a “strategical” and management
vision, centered in budget rationalization and in operational efficiency. The
results point that some schools tend to privilege the strategical proposal, rather
than the political and pedagogical project of the school.
