Resumo
The Federal Constitution of 1988 attributes a primordial paper to the cities as responsible agentes for the politcs of urban developmente. For in such a way, the Municipal Public Power must use of the indicated legal instruments in §§1º to 4º of art. 182 of the CF. In this direction, the search for the effectiveness of the relative constitutional ruleses to the urban planning, follows, necessarily fo the implementation of a series of norms and principles foreseen in the Constitution related to the development of the Brazilian social structure.
