Resumo
The present work in search of Armatya's theory of justice If you first understand the idea
of social justice and human development, it is evaluated through health, education,
income and social context. Being healthy is one of the aspects that contributes to an
assessment involving the human development of a given country that is measured by the
HDI. The work will focus on it and show, through bibliographic research, the idea of
health in the international, and subsequently national, where health is defined as a right
of all and a duty of the state, which is materialized in the Unified Health System (SUS) .
Based on integrality, equity and decentralization, it has become a world reference with
prominence in the World Health Organization. And it will be evidenced through data
collection as changes brought about by Constitutional Amendment 95 that caused the
biggest setback in the history of SUS. All of this focused on the National Primary Care
Policy that promotes direct contact with families, through a service based on equity,
ethics and dignity of the human person, with several actions, strategies and programs
aimed at family health, which underwent changes by the Ordinance. n 2979/2019 that
changed the health financing infrastructure. The municipalities are the main ones affected
by the changes caused by EC 95/2016 and by the new model of Primary Care, through
the analysis of collected data from the city of Mossâmedes located in the interior of the
state of Goiás, they will be eliminated as reductions and losses caused by contingency
policy.
