Resumo
This article aims to consider the concepts of communication, culture and
public power, in a perspective of the concept of culture through the its
meaning when applied and originated because of government actions.
Based on the notion that government actions, especially in relation to
cultural aspects, reflect the image of the government itself, it is possible
to affirm that these actions can be considered as forming of the image
and contribute to the construction of public opinion having as support
the contribution of cultural works developed for different audiences.
