A nova lei de licitações e contratos administrativos e os impactos na implementação na administração pública

Abstract

This work aims to analyze Law 14.133/2021, contextualizing its creation and examining the historical path taken by Brazilian legislation regarding the bidding theme, until arriving at the singularities of the new law, highlighting the perpetuation of problems. At first, we outline the legislative evolution on bidding, in order to highlight the importance of the existing norms until the creation of the New Bidding Law. Next, we show characteristics of the aforementioned law, in order to observe the changes and their specificities. Finally, the new law will be analyzed pragmatically, so that the problems it has can be elucidated, making its implementation difficult in the reality of the country.
