This study analyzed the process of formatting, storing and consulting the decisions of the Court of Auditors of the State of Goiás, with the objective of evaluating whether the Court achieves a quality standard capable of favoring internal efficiency in monitoring the provisions handed down and instrumentalizing their follow-up by society. To do so, we used the Lean Six Sigma methodology, combining statistical models for measuring variability with business process management techniques. The results show low performance in relation to the conformity expected by the institution itself, mainly due to the elaboration of procedural documents and data registration without automation support that induces the fulfillment of quality requirements, a circumstance also observed in other Courts of Accounts in the country, indicating that the procedures used in the diagnosis and in the proposal for improvement presented can contribute to the improvement of other members of the Brazilian external control system.Item A administração da tecnologia e participação social como insumos para gestão democrática: o desenvolvimento do E-Gov e da E-Democracia(Universidade Federal de Goiás, 2016-09-29) Oliveira, Thadio Robledo Queiroz; Carvalho, Claudia Regina Rosal; http://lattes.cnpq.br/4883069832734425; Carvalho, Claudia Regina Rosal; http://lattes.cnpq.br/4883069832734425; Souza, Eliane Moreira Sá de; Castro, Sérgio Duarte deAt critical moments, societies have always sought to increase their autonomy and participation in opposition to the heteronomous forces. Such public expressions materialized in each historical epochs in different ways. Nowadays, technological developments and civic engagement in political issues enabled the deliberation and discussion of social affairs using electronic media and, therefore, enabled the omnipresence of public opinion. This dissertation studies the concepts of egovernment and e-democracy as democratic management tools and analyzes how they can be a possible solution to increase transparency in public policy management. Diagnoses the level of development of the above concepts in the Brazilian context through the analysis of the Brazilian legislative houses’ websites, through the study of eight models of maturity and by studying e-democratic platforms. To assist in the diagnosis, it is created and deployed an electronic channel for social participation named InterajoBrasil, a citizen-led interventionist platform of e-democracy, applied to the public debate on the “provisional measures” quoted in the Brazilian Senate. It is also demonstrated, in this research, other systems and e-democratic platforms applications cases, studying the theoretical and practical framework of the main concepts and tools involved. It is also pursued to evidence that there is a positive correlation between development of e-government indicators and indicators of government transparency, aiming conceptual basis to help drawing up an action plan. This research proposes alternatives to seek this alignment now of entering the server in the public service. Thus, it is expected to know the potential of the workforce to reduce the turnover of the employees' boards and to contribute to improve the conceptualization of the efficiency of the public service in the eyes of the society. This research aimed to develop a generic methodology for the allocation of servers in Federal Institutions of Higher Education (IFES) that is aligned with the Management by Competencies. A survey was carried out in one hundred and three IFES on the process of implementation of the Management by Competencies and the methods of allocation of the servers. Three institutions that stood out for including in their allocation processes interviews, curriculum analysis and competency mapping were used as benchmarking, in which it was possible to perform an analysis of the allocation practices used in these institutions and from the results obtained to propose a methodology of allocation. In addition, a diagnosis was made of the practices experienced by the Federal University of Goiás and later a report of suggestions for adaptations for the application of the methodology in the Institution. This research contributed to the organizations better understand the demands of Decree 5.707 / 2006 building more articulation between the theory and the practice experienced by these institutions. Public organizations adopt their own requirements for professional development, with, in general, remuneration increases for each standard or class achieved. Such incentives, however, should not be limited to financial aspects only when the intention is to influence the employees' motivation and consequently impact productivity. Focusing on the Legislative Assembly of the State of Goiás (ALEGO), this research addressed the career path to which permanent government employees are subject, as well as the models of professional evolution adopted by other Legislative Assemblies in the country for comparison purposes. The model conceived by ALEGO was also correlated with motivational theories. The general objective of the study was to investigate whether ALEGO’s professional development model influenced the motivation of employees and, if so, to assess whether positively or negatively. The study also found that the implementation of a new career path that considers individuality for motivational purposes does not violate constitutional principles. Descriptive research was developed, framed as a case study. Structured interviews with 12 permanent employees of ALEGO were carried out, which integrated precepts of various motivational theories. Currently, ALEGO only considers the temporal gap for professional advancement, not having or using metrics to measure the productivity of its employees. In the rest of the country, data obtained indicated the existence of legislative bodies that use a mixed system of progression/promotion, with a strong tendency towards the extinction of career paths that only consider length of service, opting in general for systems based on merit. The analysis of the career evolution system in face of motivational theories, through theoretical application according to the answers given by the interviewees, allowed the elucidation of gaps in the model adopted by ALEGO, which can prevent the servers from achieving maximum professional performance. Almost all employees interviewed (91.7%) were dissatisfied with the automatic progression and exclusively by length of service and, of these, all viewed positively systems considered more complete for professional development adopted in the rest of the country. As an intervention proposal, the remodeling of the current system of progression by length of service and the stipulation of goals to obtain an extra remuneration increase was idealized. The need for further technical studies to assess the project’s feasibility was verified not ruling out the indispensability of legislative approval.Item Análise Envoltória de Dados (DEA) como ferramenta para avaliação comparativa de desempenho das comarcas do Tribunal de Justiça de Goiás(Universidade Federal de Goiás, 2019-06-12) Moraes Junior, Daniel Caetano de; Fuchigami, Hélio Yochihiro; Fuchigami, Hélio Yochihiro; Monteiro, Waleska de Fátima; Caldeira, Pedro Jorge Zany Pampulim MartinsData Envelopment Analysis (DEA) is already a widely used tool in the comparison of efficiency among Brazilian Courts, being used by the National Justice Council (CNJ) in the Justice in Numbers program. However, the same is not so often the case when it comes to comparing the counties of a particular court. The objective of this work is to use the DEA as a tool to comparatively evaluate efficiency among the TJGO Counties making possible the identification of possible improvement points. During the selection phase of the variables, it was necessary to resort to several databases, spread by multiple boards, which ended up showing a weakness of the Strategic Management Secretariat (SGE), which is not to have a database unified approach aimed at better decision-making by the TJGO manager. This is evidenced by the lack of an internal methodology for comparing the performance of districts and departments, which in this point strengthens the importance of this work. Once the difficulty of meeting the initial set of variables was overcome, due to their plurality and in order to give more credibility to the chosen methodology, to apply a scientific criterion to select the most representative among the group of variables presented. For that, the technique called Multi-Criteria Combinatory by Scenarios was chosen, which was adequate, selecting a total of six variables before a set of eight. After selecting the variables, the output-oriented DEA methodology was applied in the Banker, Charnes and Cooper (BCC) variant, and the result was consistent with the initial objective of this study. There has also been a Decision Support Panel, where it is possible to identify which points can be improved in each Region so that they achieve maximum relative efficiency.Item Análise sobre a morosidade do poder Judiciário brasileiro e propostas de intervenção(Universidade Federal de Goiás, 2018-05-04) Costa, Anderson Yagi; Severino, Maico Roris; http://lattes.cnpq.br/2546008836929749; Severino, Maico Roris; Carvalho, Willer Luciano; Betanho, CristianeMorosity is the main problem of the Brazilian Judiciary and has affected it for more than a century. In spite of the importance of this problem, there is a scarcity of studies in the literature that analyze, in a scientific way and with methodology, the possible causes of the slowness and that propose viable and manageable solutions. This study aims to verify if certain reported causes actually contribute to the slowness and, thus, to propose a viable solution. The survey of the possible causes was carried out through a review of the literature and the analysis of satisfaction surveys conducted at the Goiás State Court of Justice (TJGO). After identifying 43 (fortythree) possible causes, the increase in demand and the lack of magistrates / servers were selected for an analysis. After the analysis, using a methodology imposed by the National Justice Council - CNJ, it was found that the current number of magistrates and servants of the TJGO is enough to give flow to the demand. Thus, the redistribution of the labor force was proposed as a way to better serve the lossmaking judicial units.Item Aplicação da Análise Envoltória de Dados (DEA) para avaliação de desempenho das unidades acadêmicas de uma universidade federal(Universidade Federal de Goiás, 2019-04-30) Melo, Hugo Marciano de; Fuchigami, Hélio Yochihiro; http://lattes.cnpq.br/3025165325162182; Fuchigami, Hélio Yochihiro; Fonseca, Marcelo Nunes; Caldeira, Pedro Jorge Zany Pampulim MartinsIn a context of political reforms, economic and financial crisis and criticism of the Public Administration, managers and civil servants are expected to respond to the demands of society with greater quality and efficiency. In the context of the Federal Institutions of Higher Education, greater efficiency will be noticed when its teaching, research and extension activities produce the maximum results using the minimum resources available. This research uses the DEA model, with the aid of the Multicri-teria Combinatorial for Scenarios Method for selection of variables, in order to obtain comparative efficiency between academic units of the UFG for the year 2017. As results, it was observed that the UFG operated with technical efficiency of 70.47%, but with an overall efficiency of only 54.84% and that among the 27 Academic Units analyzed, only two are efficient, three have productive inefficiency and the others have inefficiency pure and productive. It concludes that the adoption of the DEA technique in conjunction with other techniques for calculating performance and evaluating results emerges as important mechanisms for identifying failures or pos-sibilities for improvements in the internal dimensions of the institution.Item Autoavaliação institucional: proposições e evidências avaliativas para a pós-graduação da UFG(Universidade Federal de Goiás, 2023-05-31) Santos, Steffany Paula Morais dos; Araújo, Paulo Henrique Cirino; http://lattes.cnpq.br/5611371794712864; Araújo, Paulo Henrique Cirino; Roriz Junior, Marcos Paulino; Nemirovsky, Gabriel Gualhanone; Macedo, Larissa MatudaIn the last decades, the accelerated growth of Higher Education Institutions (HEI) boosted the creation of methods to evaluate them, which culminated, in 2004, in the conception of the SINAES Law. However, after 19 years of this law, there are still members of the institutions who are not satisfactorily included in the evaluation process. This is the case of students and professors of postgraduate programs who, despite being important sources of evidence on institutional development, have not had effective participation in institutional evaluations. To minimize this gap in the self-assessment processes in HEIs, this study proposed the development of an exclusive and unprecedented assessment instrument for postgraduate studies at the Federal University of Goiás (UFG). The general objective was to assess which factors are decisive, from the perspective of postgraduate students, for the development of the institution and its postgraduate programs. The social and academic contribution of this research is direct on its scientific field, since there is a lack of evaluative instruments and scientific research aimed at postgraduate studies. In the empirical field, the results obtained may help the UFG's Institutional Development Plan and other improvement plans. There is also the intention of contributing to future researchers and other institutions that want to implement evaluation at the postgraduate level. The methodology used was consist of bibliographic and documentary analysis, based on recent scientific texts and federal and institutional legislation. A case study of the self-assessment reports of the main HEIs in the country was also be carried out, in order to verify how the postgraduate assessment is carried out. Finally, through semi-structured interview techniques, the postgraduate evaluation questionnaire was prepared. Based on the analysis of the main results obtained, points that need improvement were identified, such as teaching and evaluation methodologies, the pedagogical project, and the planning of graduate programs, as well as infrastructure in general. Additionally, actions need to be taken to encourage scientific and technical production, extension activities, artistic production, and activities that value diversity. The latest reform, called Management Reform, innovated there instituit elements focused on the search for efficiency, results based management and the descentralization of activities. As a consequence, the internal control stopped focusing on the formalismo of the acts and directed its activities, in a decentralized manner trough internal audit units, for evaluation the achievement of objectives and risk management of public organizations. The audits from the perspectiva of risks is still a new topic in the public sector and was regulated only in 2015. Under the Ministry of Education there are federal institutions of higher education (FIHE) that adopt the risk-based audit (RBA) methodology for some years, however, there are no studies on the impacts of adoption of the methodology, or even on the best way to develop the implementation process. The objective of this study is to identify the benefits and challenges in the implementation of RBA in FIHE and propose an action plan for implementation RBA at the Instituto Federal Goiano (IF Goiano). Data were obtained through a questionnaire applied to internal auditors of FIHE and statiscally treated using fator analysis technque to extract factors taht represent groups of benefits and challenges in the implementation of RBA. They were extracted two factors that represent benefits and three factors that represent challenges in the implementation of RBA, especially the challenge of existence of inadequate risk management structure in the organization. It was possible, through the application of the research instrument, identify sensitive areas to the demand for training and improvement actions. The importance of the study is substantiated by the evidence that continuous training actions have a positive impact on the improvement of public service, especially considering that the number of claims made by users regarding the deficiency of judicial services has generally increased. The result of the work demonstrated a strong identification of the employees with the Institution, an extremely favorable circumstance for the implementation of organizational changes, through training actions. On the other hand, the fragility in the use of technical criteria for the size of the workforce and in the definition of managerial positions has been revealed, which may compromise the achievement of the organizational objectives. The conclusion of the study is that aspects related to the behavior of employees and interpersonal relations, can not be neglected when the focus is the accomplishment of institucional mission. Also a process of evaluation of the training actions should be implemented in order to measure the effectiveness of what has been done. Considering the theme of estimates of public procurement, expanded under the new paradigm that embraces purchasing activity, this paper aims to propose a strategic analysis model of government procurement activity, built from the concept intelligent public procurement - CPI . The concept of CPI considers a multidimensional view of public procurement activity, crafted from five dimensions: sustainability, innovation, legal frameworks, governance and efficiency. The purchasing management cycle is approached from the PDCA circuit, divided between the stages of planning, execution (operation), control and corrective actions. The Price Register System aims the wishes for the modernization provided by the Constitution. The study analyzes the Biddings and Biddings with Price Register System while the 2014 year. This works will develop strategies to enlarge the public sector performance in the state of Distrito Federal. The methodology provides a applied research. The research method aim detail aspects for the purchases, identifying the main factors for a good performance by a management diagnosis. The diagnosis found the number of common Biddings was bigger in the number of cases and about the value spending than the Biddings with Price Register System, and prioritized low price acquisitions of common goods. The public administration must ensure the proper management and operation of these essential devices for the full exercise of rights. Citizens, including servants and employees, need public buildings in keeping with the requirements of Brazilian technical standardization, rationality and efficiency, since they all contribute in the form of taxes to keep them functioning. The aim of this research was the development of a system of indicators to monitor the performance and efficiency of the maintenance of the systems that make up a public building. So, a system was made up of three indicators that monitor: annual maintenance expenditure, building performance and maintenance efficiency. The pre-test of these indicators in a public agency pointed to a reduction in annual maintenance expenditure between 2014 and 2016, but the performance of the building also declined, approaching its condition limit. This was confirmed by the MEI indicator, which was below the desirable number. The application of these concepts: innovation and sustainability, is a challenge for any type of organization, understanding and being able to practice them, especially when its mission is also to teach them, makes this process an even greater challenge. Thus, HEIs are increasingly seeking to promote eco-innovative solutions. Eco-innovation can be defined as an innovation that can provide value to the customer and the business, reducing not only costs, but also environmental impact. In this sense, the Federal University of Goiás - UFG, in particular, sought to contribute through the Sustainable UFG Program. However, there is a lack of instruments, specific to the reality of these institutions, that evaluate existing projects. Therefore, the objective of this research was to develop a diagnostic model for projects in higher education institutions that incorporates the themes of eco-innovation and sustainable development and, from there, propose an action plan seeking to increase the presence of eco-innovation and sustainable development. in projects of this nature. The methodological course has seven steps, namely: bibliographic research, filing, elaboration of a textual corpus, textual analysis through two softwares (Iramuteq and Gephi), proposal of a diagnostic model, field research, and, finally, proposal of intervention. The intervention proposal is composed of an action plan, prepared with the help of the 5W2H tool, which seeks to improve the project and expand the presence of ecoinnovation and sustainable development. The results found show that the university in question is concerned with its impact on the environment and seeks solutions to reduce them. It was also confirmed that the Sustainable UFG Program is considered an eco-innovative project. On the other hand, it was evident that the academic community was unaware of the actions carried out by the institution and the project. In this way, the importance of publicizing and involving stakeholders in the activities of the project and the university itself is highlighted. Among the entities in support of these enterprises are incubators. In Brazil, what is the greatest impact of incubator support in this line are those created by universities, however, there is an embryonic work to create incubators of socioeconomic enterprises by municipal governments. Therefore, because it is still a recent phenomenon and has few reports in the literature that deal with the theme, this work consisted of the effort to favor the performance of Municipal Public Incubators with proposals for innovation and intervention that reflect on society. For this reason, the objective of this research was to analyze the role of the Municipal Public Incubators in the ambit of strengthening the Solidarity Economy and to propose a methodology model of the same. The research uses the research procedure multicasos study, with qualitative and quantitative approach with interest in the application. For the development of the model, a survey of the national production of studies on methodology of incubation of enterprises of solidarity economy was carried out, taking as reference the practices adopted by university incubators. For the analysis of the Municipal Public Incubators, the data were collected through documentary research and the interview. The interviews had three distinct locus, which were: Social Incubator of the Federal University of Goias, municipal public incubators and cooperatives of collectors of recyclable materials of the cities of Anápolis, Aparecida de Goiânia, Hidrolândia, Nerópolis and Trindade. With the collected data, to analyze the data, we performed content analysis and application of the mathematical method of Data Envelopment Analysis (DEA). The study provided an opportunity to understand the public policies of solidarity economy, to understand the impact of municipal public incubators, to analyze the role of university incubators in the development of these local incubators, and to develop a model of incubation methodology to strengthen and strengthen actions incubators. The results demonstrate the fundamental role of incubators to boost socioeconomic ventures and the need for advances in incubators to perform the entire incubation process, playing their role of training with autonomy and expanding their field of action. The servers, the target audience of the research and because they have specific characteristics in their work regime, such as stability, face relevant challenges in maintaining a healthy financial life. In this research, we investigate the dimensions that determine the mitigation of over-indebtedness and through data analysis it is possible to point out financial education as a solution to reduce the damage of lack of control and resource planning. A sample of 258 participants were interviewed and information obtained through factor analysis showed that the custom of comparing credit options is a major factor for the success of the financial balance. The findings are original, since it puts in the background established evidence as self-control for the success of personal finances. The Logistic Regression technique indicated robustness of the model that can be used for predictions in the context of Financial Education. Theoretical and practical contributions were recorded when a questionnaire with 54 questions is validated for debt and financial education issues.Item Eficiência dos gastos nas universidades federais brasileiras: uma proposta para a Universidade Federal de Goiás(Universidade Federal de Goiás, 2018-06-08) Silva, Aretuza Pereira; Pimenta, Daiana Paula; http://lattes.cnpq.br/9039708494014835; Pimenta, Daiana Paula; Carvalho, Claudia Regina Rosal; Longaray, André AndradeThe objective of this study was to measure the efficiency of the Brazilian Federal Universities' expenditures to identify the Benchmark Universities and, from this information, propose more efficient resource application measures for the Universidade Federal de Goiás (UFG). For this purpose, the Data Envelopment Analysis (DEA) was used, a non-parametric methodology that allows comparative analysis of the efficiency of the Federal Institutions of Higher Education (IFES). In order to measure the efficiency of expenditures in Federal Universities, data from the Censo de Educação Superior of INEP and data from the Ranking Universitário Folha (RUF) were used. A diagnosis was made to identify the level of efficiency of the Benchmark Universities, in which the results indicate that the following IFES have obtained the best levels of efficiency: UFPB, UFPA, UFRGS, UFAL, UFSJ, UFMA and UFF. It was verified that the UFG was among the relatively inefficient Federal Universities in the period from 2012 to 2015. From this information four measures were proposed to improve the performance indicators of the UFG, which are: (a) to reduce the number of courses offered; (b) reduce school dropout rates; (w); increase the number of vacancies in undergraduate courses; (d) improve results in the RUF Ranking.Item Eficiência e transparência na condução dos processos disciplinares das universidades federais(Universidade Federal de Goiás, 2019-04-22) Fernandes, Ana Raquel Aires Ribeiro; Severino, Maico Roris; http://lattes.cnpq.br/2546008836929749; Severino, Maico Roris; Diallo, Alfa Oumar; Machado Júnior, Eliseu Vieira; Chaves, Manoel RodriguesThe correctional structure of Higher Education Institutions provides adequate adjustments to the quality of the public service, through compliance with legal requirements and the execution of disciplinary processes. There is, however, a lack of studies that discuss and present proposals to make the management of disciplinary processes efficient and transparent. This paper intends to survey the conduct of disciplinary processes in the Brazilian Federal Universities, in the two dimensions previously mentioned and to carry out a comparative analysis to detect the best practices and, from them, to suggest a guide to improve the conduct of the processes. The diagnosis produced based on bibliographic research, an online survey of 31 of the 63 Brazilian Federal Universities and the analysis of contents of the disciplinary processes, produced in the first half of 2018 at the Federal University of Goiás; identified opportunities for improvement in the performance of the correctional sector of the Brazilian Federal Universities. Although 94% of respondents believe that the disciplinary process meets the correctional objective, both the quantitative and the qualitative study could be observed the slowness, bureaucracy, and lack of feedback for the involved in the conduct of these disciplinary proceedings. But it was also possible to identify the innovative practices that made it possible to construct a guidance itinerary to improve the efficiency and transparency of disciplinary processes in the IFES.Item Eficiência operacional das instituições federais de ensino superior brasileiras: proposição de manual para auxiliar a gestão das instituições menos eficientes(Universidade Federal de Goiás, 2019-04-29) Silva, Jean Barros e; Bevilacqua, Solon; http://lattes.cnpq.br/4706313748524604; Bevilacqua, Solon; Pimenta, Daiana Paula; Caldeira, Pedro Jorge Zany Pampulim MartinsThis study’s objective was to propose a manual to assist in the management of the brazilian Federal Institutions of Higher Education - IFES with lower operational efficiency, evidenced by the Data Envelopment Analysis - DEA, which is a nonparametric method of comparative analysis. In order to do so, it was used, mainly, indicators from IFES management reports as inputs, and indicators from Folha´s Universities Ranking - RUF as outputs. The hierarchical grouping was used to gather the IFES by degree of similarity, using the data from the period from 2013 to 2017. With DEA’s use, institutions such as UFMG and UFRGS were operational efficiency highlights in their groups for all the five years analyzed; UFT and UFSJ, for three years; UFSCAR and UFC, for two years. The proposed manual guides the DEA´s use to indicate targets (goals) so that the less efficient IFES can reach the efficiency frontier. It is concluded that the proposed manual has the potential to support the decision of the managers of the least efficient institutions and, although it is elaborated with a focus on the IFES, it can be adapted or improved to meet the demand of other public institutions, like the federal institutes.
