Resumo
This study discussed the relationship between the water crisis and irrigated agriculture, taking as its case the Goiás sugar-energy sector to analyze the institute of responsibility from a socioenvironmental perspective. To this end, we used water use grants as the object, since they are the largest management instrument provided by the State Water Resources Policy of Goiás - PERH/GO. Understanding that the legislation is a social agreement, fruit of the struggle of social movements, with emphasis on environmentalists, we analyze the water resources legislation pertinent to the study from the socio-environmental principles that anchor these norms. To exemplify this issue, the administrative processes of granting of Empresa Atvos Agroindustrial S/A were taken for analysis, due to the great expressiveness of the water flow granted to it in the State of Goiás. The study was divided into three chapters. In the first one we approached the struggle of the environmental social movements from the period after World War II in order to demonstrate the advance of the set of ideas and actions in favor of environmental protection, which culminated in the social-environmental paradigm. Next we analyze how Brazilian legislation approaches environmental responsibility and examine the relationship between what the legislation postulates and the socio-environmental principles that structured - at least in thesis - its elaboration. In the second chapter we addressed the water crisis and its relationship with the development of the sugar-energy sector, especially in the State of Goiás, as well as analyzing the pertinent legislations to delimit the research problem. In the third and last chapter we discussed the granting of water resources use, being taken for analysis the administrative processes of Empresa Atvos Agroindustrial S/A from the structural principles of socio-environmentalism. We concluded that both the legislation and the way it has been implemented show a lot of flaws.
