Resumo

The Brazilian National School Feeding Program is an important partner in encouraging the adoption of healthy eating habits at school. It is considered one of the strategies for ensuring the Food and Nutritional Security and the Human Right to Adequate Food. This program has as assumptions sustainable development and respect for the culture and habits and regional food habits and healthy, and as one of its main principles the encouraging to the acquisition of foods from family farms for school feeding. Objective: Building a theoretical dialogue on matters concerning family farming in school meals in Brazil and Mozambique from experience in a smaller Brazilian municipal district. Methods: Social exploratory research of qualitative approach with document analysis supported by a study case conducted between October 2015 and January 2016. All stakeholders of the National School Feeding Program directly involved with family farming were interviewed. The data were analyzed and interpreted by means of content analysis in the thematic mode. Results: Had been interviewed seven family farmers, two managers of school feeding and one agricultural technician. The municipality buys foodstuff from family farm to school feeding through a public call. Farmers compete to the public call announcement presenting sales projects, which, when selected, direct the cultivation of food that are delivered by own resources at school. In the school, the food is assessed for quality by the supervisor, who has no technical training in food and nutrition area. Done control, the food is distributed to schools and stored for further use and distribution to schoolchildren. Conclusion: Happens purchase of family farming in school meals, but it is evident a lack of knowledge of social actors on the legal frameworks of the Program, the failure to follow the Good Manufacturing Practices, the lack of health certification of family farmers to supply their products to school feeding and the use of agrotoxics in production. It is necessary to strengthen the sanitary hygienic control of food, aimed to ensuring the Food and Nutritional Security and the Human Right to Adequate Food. The theoretical interlocution allowed to establish that Brazil’s experience in school feeding area presents some possibilities for improving the implementation of the Mozambican School Feeding Program.
