However, the mere existence of councils does not guarantee the representation of stakeholders, social control and accountability of counselors, and optimal decisions, since its composition, the profile of its members and internal deliberation dynamics can influence the results. So there is efficiency in the decision-making process, and therefore to satisfy the demands of the represented, decision-making should take place in such a way to obtain decisions based on rationality objectives assumptions. The objective of this study was to analyze the factors involved in the decision-making process in the higher councils of the Federal Institutes of Education in relation to the profile of its members, its organizational structure and the techniques used for decision-making. The methods used to obtain data were documentary and field research, the latter made by questionnaires with items in Likert scale format. It was made content analysis of the statutes and general regulations of 38 Brazilian federal institutes of education and questionnaires to 122 directors of 14 institutions. It was found that the higher councils of the Brazilian federal institutes have a composition ranging from 16 to 73 members, and most of them have 30 members; that most councilors had had previous participatory experiences; that some rationality assumptions were met, but that the availability of information, the forms of communication between members and between them and the community, and the employee decision-making method can be improved to be achieved so that more solutions are obtained satisfactory given the existing limitations of rationality.Item Método para avaliação do nível de transparência nos institutos federais de educação, ciência e tecnologia(Universidade Federal de Goiás, 2018-06-07) Nery, Rafael Lincoln Lobo; Francisco, Roberto da Piedade; http://lattes.cnpq.br/5992545475897238; Francisco, Roberto da Piedade; Severino, Maico Roris; Dias, Silvana de Brito Arrais; Lima Júnior, Paulo Cesar Rodrigues deThe theme chosen in this work is due to its great relevance, as well as the great notoriety of Brazil with the recent corruption scandals, the misuse of public money, and because it still a strange theme for most of the Brazilian population. The objective of this work is to develop a simplified method to monitor, measure, analyze and evaluate the level of transparency of management in the Federal Institutes of Education, Science and Technology. The research used data referring to the years 2015 and 2016 of five institutions in the Center-West of Brazil: Federal Institute of Goiás, Goiano Federal Institute, Federal Institutes of Brasília, Federal Institute of Mato Grosso and Federal Institute of Mato Grosso do Sul. This research found that these institutions have a Management Transparency Index superior to previous studies. S.; Fuchigami, Hélio Yochihiro; Júnior, Paulo César R. de L.Although the evolution of knowledge and the transmission of a scientific culture in society are still under construction, the importance of disseminating science has become practically a consensus among researchers / scientists and knowledge production institutions. In this context, the potential of the Internet is the most promising way. Brazilian universities, especially the public ones, are the main responsible for scientific research in Brazil. They have been embracing the challenge of popularizing science and attracting the interest of new generations in scientific research, employing, in particular new tools offered by the global computer network. The present work sought to identify, through a qualitative, bibliographical and documentary research, the parameters that are being constructed in other higher education institutions, and specifically the needs that the Federal University of Goiás (UFG) presents in what concerns the socialization of scientific knowledge. By analyzing the research report and exploring the demands presented by the UFG, it was concluded that the Internet offers mechanisms for universities and science and technology centers to more widely disseminate knowledge. Therefore, the result of this work was to present a proposal of a portal model for improving the scientific knowledge socialization produced by UFG.
