However, after 19 years of this law, there are still members of the institutions who are not satisfactorily included in the evaluation process. This is the case of students and professors of postgraduate programs who, despite being important sources of evidence on institutional development, have not had effective participation in institutional evaluations. To minimize this gap in the self-assessment processes in HEIs, this study proposed the development of an exclusive and unprecedented assessment instrument for postgraduate studies at the Federal University of Goiás (UFG). The general objective was to assess which factors are decisive, from the perspective of postgraduate students, for the development of the institution and its postgraduate programs. The social and academic contribution of this research is direct on its scientific field, since there is a lack of evaluative instruments and scientific research aimed at postgraduate studies. In the empirical field, the results obtained may help the UFG's Institutional Development Plan and other improvement plans. There is also the intention of contributing to future researchers and other institutions that want to implement evaluation at the postgraduate level. The methodology used was consist of bibliographic and documentary analysis, based on recent scientific texts and federal and institutional legislation. A case study of the self-assessment reports of the main HEIs in the country was also be carried out, in order to verify how the postgraduate assessment is carried out. Finally, through semi-structured interview techniques, the postgraduate evaluation questionnaire was prepared. Based on the analysis of the main results obtained, points that need improvement were identified, such as teaching and evaluation methodologies, the pedagogical project, and the planning of graduate programs, as well as infrastructure in general. Additionally, actions need to be taken to encourage scientific and technical production, extension activities, artistic production, and activities that value diversity. Finally, a proposal for institutional intervention was created, with solutions for the short, medium, and long term, depending on the actions that the administration will need to implement.
