Item Saúde mental em tempos de pandemia: um programa de comunicação interna de atenção à saúde do servidor da Universidade Federal de Goiás(Universidade Federal de Goiás, 2021-10-08) Barreto, Beatriz Carvalho; Bevilacqua, Solon; http://lattes.cnpq.br/4706313748524604; Bevilacqua, Solon; Amaral, Tatiana Gondim do; Martins, Elvis SilveiraIn conjunction with emergency public health actions to control a pandemic of the new coronavirus that emerged in China in 2019 and spread rapidly around the world in early 2020, there are several emergency efforts to reduce the negative impact on workers' mental health. In the context of education, the pandemic imposed social isolation as a preventive measure, as educational environments have a high flow of people. This scenario also changes the routine of employees at the Federal University of Goiás, a public higher education institution. In this sense, the objective of this study is to understand if there is an impact relationship between the Covid-19 pandemic and the mental health of the servers and how can communication contribute to reducing the impact of the pandemic on the mental health of the UFG servers? First, it is intended to characterize the psychological suffering of the servers. The methodology used analyzes secondary data from an institutional survey carried out by the UFG, through the case study, which consists of using techniques for surveying and analyzing information from multiple sources in order to deepen the issues of a single group. A descriptive analysis of the data, frequency distribution and correspondence analysis was performed for the variables with the response categories. Data analyzes were performed using the Sphinx® system. With this, it is intended to propose measures to reduce the negative impact of the pandemic on the mental health of the professional academic community, through the proposition of an internal communication program for the health care of the UFG civil servants. Based on this study, it is examined that there is an impact relationship between the Covid-19 pandemic and the mental health of university employees, in addition to the work regime, as it included most UFG employees in Remote work has also been configured as a catalyst for mental disorders such as anxiety, depression and others. It must also be considered that some groups of servants felt the effects of these measures at a higher level, such as the elderly, professionals who have children, especially those belonging to the female gender and outsourced workers.Item Estudo dos processos acadêmicos na Faculdade de Artes Visuais da UFG: proposta de melhoria por meio da ferramenta FMEA(Universidade Federal de Goiás, 2019-03-29) Castilho, Gustavo Soares de; Bevilacqua, Solon; http://lattes.cnpq.br/4706313748524604; Bevilacqua, Solon; Carvalho, Willer Luciano; Nogueira Neto, José de Araújo; Caldeira, Pedro Jorge Zaniny Pampulim MartinsIn a context of the demand of contemporary society for the provision of an agile and quality public service, focused on the results and needs of the citizen, public institutions face the inevitability of adapting themselves through the implementation of new technologies, modernization of their organizations and their work processes. The present research consists in the identification of the flaws and proposals for possible improvements in the agility of the academic processes that process in an academic secretariat of the Faculty of Visual Arts (FAV) of UFG, due to the absence of a detailed model in the institution. For this, the methodology used was the action research, of applied nature, qualitative-quantitative approach, and descriptive / explanatory objectives. The methodological procedure is an analysis of the processes and procedures performed in the secretariat, through process mapping tools and Failure Mode and Effect Analysis (FMEA) to identify failures, priorities for action and proposals for improvements. The objective of the research intervention was the creation of a manual of procedures of the academic processes in the FAV, from the mapping of the current situation carried out, that will serve as instruction document mainly to the servers of the unit. The realization of the mapping together with the FMEA was able to reach the proposed objectives, recommending its use in future works. The main flaws identified were delays in process analysis, lack of information to servers and students, and excessive procedures in the processes. Concerning the improvement proposals, suggestions were made for changes in legislation, stipulating deadlines for activities in the processes and the creation of instructive courses for teachers and administrative technicians, including audiovisual content also for students on how to proceed in academic processes. It was concluded that such proposals can optimize the work of the unit, by providing greater agility and quality in the service offered to the public.Item Irregularidades em parcerias com o terceiro setor: análise das decisões do TCE/GO utilizando inteligência artificial(Universidade Federal de Goiás, 2023-09-28) Goes, André da Silva; Bevilacqua, Solon; http://lattes.cnpq.br/4706313748524604; Bevilacqua, Solon; Nemirovsky, Gabriel Gualhanone; Luz, Bruno Batista de CarvalhoThis dissertation analyzes how the limitations and dysfunctionalities of the publicization model, in which the Public Administration transfers public equipment and delegates the provision of services to Third Sector entities, were addressed in the audits of the Court of Auditors of the State of Goiás. As a reference present in the literature review combined with exploratory research that used machine learning and artificial intelligence techniques, we sought to automatically identify and classify, through a predictive model, the main pathologies and irregularities identified by the Court of Accounts of Goiás in the relationships agreed between the civil society organizations and the public sector. The survey results point to the occurrence of irregularities in 84.05% of the total processes inspected by the external control body, indicating that the model of contracting in Goiás did not overcome the limitations and dysfunctionalities of contracting observed in the literature. The existence of gaps in the Legal Framework of the Third Sector was also demonstrated, providing an opportunity for the presentation of a recommendation to improve legislation with a focus on governance, through the suggestion of norms tending to promote ethical conduct, alternative forms of financing in the Third Sector Sector and that stimulate the expansion of the control activity focused on objectives, goals and results of the inspected partnerships.Item A ouvidoria como instrumento de participação social e transparência(Universidade Federal de Goiás, 2018-03-23) Lombardi, Leandro; Bevilacqua, Solon; http://lattes.cnpq.br/4706313748524604; Bevilacqua, Solon; Carvalho, Willer Luciano; Belchior, Fernando NunesIn modern societies, democracy can be measured by the level of society's presence in the management of public policies. Among the different channels that allow this cooperation, the ombudsman, seen as an instrument of social participation and transparency, has the competence to attend to the citizens' wishes before the institutions and, therefore, to materialize their demands in effective actions. In this study, which had the object of Case Study the Inmetro, a comparative diagnosis was made of the results presented by its Ombudsman. The Content Analysis methodology was also applied in the records sent to the Ombudsman's Office, using the Iramuteq program. As a result, a proposal for intervention was consolidated focusing on broadening the concepts of transparency and social participation in order to make the Ombudsman's Office a full channel in its activities, strengthening the citizen-institution relationship and adjusting the work performed to the needs of society.Item A aplicação do Lean Six Sigma para aprimoramento da accountability nas decisões do Tribunal de Contas do Estado de Goiás(Universidade Federal de Goiás, 2023-09-28) Santiago, Leonardo de Guimarães; Bevilacqua, Solon; http://lattes.cnpq.br/4706313748524604; Bevilacqua, Solon; Nemirovsky, Gabriel Gualhanone; Luz, Bruno Batista de CarvalhoThe Brazilian Courts of Auditors are entities structured to supervise the application of public resources, report their findings to society, hold those involved responsible and contribute to the correction of improprieties through the decisions they issue. This study analyzed the process of formatting, storing and consulting the decisions of the Court of Auditors of the State of Goiás, with the objective of evaluating whether the Court achieves a quality standard capable of favoring internal efficiency in monitoring the provisions handed down and instrumentalizing their follow-up by society. To do so, we used the Lean Six Sigma methodology, combining statistical models for measuring variability with business process management techniques. The results show low performance in relation to the conformity expected by the institution itself, mainly due to the elaboration of procedural documents and data registration without automation support that induces the fulfillment of quality requirements, a circumstance also observed in other Courts of Accounts in the country, indicating that the procedures used in the diagnosis and in the proposal for improvement presented can contribute to the improvement of other members of the Brazilian external control system.Item Eficiência operacional das instituições federais de ensino superior brasileiras: proposição de manual para auxiliar a gestão das instituições menos eficientes(Universidade Federal de Goiás, 2019-04-29) Silva, Jean Barros e; Bevilacqua, Solon; http://lattes.cnpq.br/4706313748524604; Bevilacqua, Solon; Pimenta, Daiana Paula; Caldeira, Pedro Jorge Zany Pampulim MartinsThis study’s objective was to propose a manual to assist in the management of the brazilian Federal Institutions of Higher Education - IFES with lower operational efficiency, evidenced by the Data Envelopment Analysis - DEA, which is a nonparametric method of comparative analysis. In order to do so, it was used, mainly, indicators from IFES management reports as inputs, and indicators from Folha´s Universities Ranking - RUF as outputs. The hierarchical grouping was used to gather the IFES by degree of similarity, using the data from the period from 2013 to 2017. With DEA’s use, institutions such as UFMG and UFRGS were operational efficiency highlights in their groups for all the five years analyzed; UFT and UFSJ, for three years; UFSCAR and UFC, for two years. The proposed manual guides the DEA´s use to indicate targets (goals) so that the less efficient IFES can reach the efficiency frontier. It is concluded that the proposed manual has the potential to support the decision of the managers of the least efficient institutions and, although it is elaborated with a focus on the IFES, it can be adapted or improved to meet the demand of other public institutions, like the federal institutes.
