Resumo
Systems-of-Systems (SoS) assemble independent constituent systems to generate complex functionalities. Although Systems-of-Systems Governance (SoSG) is a promising paradigm for managing complexity in SoS environments, the field lacks prescriptive models that enable the operationalization of SoSG, being largely limited to descriptive
frameworks without due scientific rigor. Objective: This thesis aims to systematize the
SoSG domain by proposing a prescriptive conceptual model, culminating in the demonstration of its technical feasibility through instantiation in a real-world SoS environment,
exemplified by the set of systems of a Brazilian state court, the Court of Justice of the State
of Goiás (TJGO), characterized as an SoS. Method: Design Science Research (DSR) was
employed. The research began with a Systematic Literature Mapping to identify gaps in
the state of the art. The model was quantitatively evaluated via a Survey with experts. The
practical demonstration occurred through the characterization of the model, followed by
its instantiation within the TJGO SoS. Results: This work presents a Conceptual Model
of SoSG evaluated by experts, with agreement on its representativeness. The instantiation
of the model at TJGO confirmed its technical and operational feasibility, demonstrating
that the artifact is capable of organizing the court’s technological complexity under an effective SoSG structure. Conclusion: This thesis confirmed the feasibility of the proposal,
demonstrating that the model can be used to systematize the SoSG field and serve as a
reference for its evolution.
