Resumo
Brazilian law has sought to regulate the relations between rural and urban, demanding that they meet the principles of social function and social welfare. Nevertheless, the reality is contrary to the presupposed notions of law when dealing with these relationships challenges the dictates of the norm, which legal meaning has been put in check in opposition to its latent meaning. This phenomenon is observed in the municipality of Pirenópolis, in Goiás State, where the tourist exploitation in the last twenty years has caused the occupation of urban spaces, increasing both real estate speculation and the cost of living for the local community, who, therefore has been put aside to peripheral and rural areas. The goal of this dissertation is to discuss the normative activity that supported and encouraged this phenomenon as well as the consequences for the marginalized population in this process. Based on a narrative review of the bibliography, it is taken as a reference the critical sociology developed by Martins (2020a, 2020b and 2020c) and the proposal for the humanization of marginalized social subjects pointed out by Lefebvre (2008) in his studies on the city. The research, in its qualitative and descriptive nature, proposes an analysis from the perspective of those who are on the border between urban and rural to understand the complexity of discontinuous and fragmentary urban dynamics and their economic and social transformations as well as their reflections in Agrarian space.
