dc.description.abstractThe aim of this study is to understand how were the territorial occupation of agribusiness in Goiás and the participation of state tax incentives in this process. Therefore, it was adopted as a hypothesis that, the dynamic agribusiness developed in a heterogeneous formation, both in the occupation of the agroindustrial complex, as in the granting of state tax incentives. To achieve the proposed objective, data from the Municipal Agricultural Research (PAM) and the Agricultural Census for 1970 until 2006, from the Brazilian Institute of Geography and Statistics (IBGE) were used to understand the phenomenon of farming dynamics in Goiás, and data from Sefaz-GO to understand state tax incentives as well. After the processing of such data in tables, maps were built in the Arcviews 10 program which had as their goal show the spatialization of the production on the territorial space of Goiás. What we realized was that, in the case of the Midwest, since the decade of 70, the state (Federal Government) has taken a strong role, creating the attractive access to this area of the agricultural frontier, fostering changes in the technological base. This action of the Federal Government created conditions incurred in the frontier region preview, on the part of the individual capitalist, as a potential area, susceptible to conversion of land use to attend not only the soybean exported sector but also to attend inputs of agribusiness demands of the South and Southeast, entering Goiás production circuit business in Brazil´s grainby favouring the penetration of the agroindustrial complex in Goiás. However, the penetration of both technological factors affecting modern agriculture as the input of the CAI occurred unevenly in Goiás, given the historical construction of Goias´ economy. To specialize the policies of tax incentives, it was realized that they spread in the municipalities of Goiás partners with the same heterogeneous structure that the modernisation of agriculture, together with the dynamics of the agricultural frontier expansion, contributing to the intensification of industrialization for the regions which were formed in this long process of historical formation of Goiás.eng

dc.description.resumoO intuito deste trabalho é compreender como se deu a ocupação territorial da agroindústria em Goiás e a participação dos incentivos fiscais estaduais neste processo. Para tanto, adotou-se como hipótese é que a dinâmica agroindustrial desenvolveu-se em uma formação heterogênea, tanto na ocupação dos complexos agroindustriais, como na concessão dos incentivos fiscais estaduais. Para alcançar o objetivo proposto, utilizaram-se dados retirados da Pesquisa Agrícola Municipal (PAM) e dos Censos Agropecuários dos anos de 1970 até 2006 do Instituto Brasileiro de Geografia e Estatística (IBGE) para compreender o fenômeno da dinâmica da agropecuária em Goiás, e os dados da Sefaz-Go para compreender os incentivos fiscais estaduais. Após o tratamento destes dados em tabelas, foram construídos mapas no programa Arcviews 10 que tiveram por objetivo mostrar a espacialização da produção no espaço territorial goiano. O que se identificou foi que no caso do Centro-Oeste, desde a década de 70, o Estado (Governo Federal) assumiu um forte papel, criando o atrativo de acesso a esta área de fronteira agrícola, fomentando mudanças na base tecnológica. Esta ação do Governo Federal criou condições que incorreram na visualização da região de fronteira por parte do capitalista individual como uma área potencial, susceptível à conversão da utilização do solo para atender não só ao setor exportador de soja, mas também às demandas de insumos das agroindústrias do Sul e Sudeste, inserindo Goiás no circuito de produção empresarial de grãos do Brasil, favorecendo a penetração dos complexos agroindustriais em Goiás. Contudo, a penetração dos fatores tecnológicos que condicionam a agricultura moderna e a entrada dos CAIs ocorreram de forma heterogênea em Goiás, dado à construção histórica da economia goiana. Ao espacializar as políticas de incentivos fiscais, apontou-se que estas se difundiram nos municípios goianos com a mesma estrutura heterogênea com que se deu a modernização da agricultura, acompanhando a dinâmica de expansão de fronteira agrícola, colaborando para a intensificação da agroindustrialização nas regiões que foram desenvolvidas neste longo processo de formação histórica da economia de Goiás.por
