Resumo

The modernization process of brazilian agriculture implemented since the mid-1960’s, has touched off several transformations in the field, changing profoundly the forms of agricultural production in different regions. In the west of Santa Catarina state, agribusinesses have taken advantage of the potential represented by the workforce coming from family labor and implemented a model called "Sistema de Integração", which is a legal contract of partnership between the small family producer and agribusiness. Such a system requires the family farmers to suit the requirements of standards dictated by the agribusiness production, excluding production process those who do not conform to the new rules, these being relegated to the change in activity or migration to urban areas. Given this scenario, it is important to analyze the role of public policies on rural development to create conditions to farm family to ensure the marketing of their production and thus ensure their stay in the field. This work aims guide the state of the art fo theoretical reflections on the relationship between agribusiness and the state's role in public policy for rural development. For it, analyzes the “Programa de Aquisição de Alimentos” (PAA) implemented in 2009 in the county of Pinhalzinho, located in the west the state of Santa Catarina.
