A diplomacia energética para os combustíveis sustentáveis de aviação (SAF) comparada entre o Brasil e a Suécia

Abstract

This Graduation Thesis investigates Sustainable Aviation Fuels (SAF) public policies in Brazil and Sweden, examining how their regulatory advancements can pave the way for new bilateral cooperation. The research seeks to understand how two countries with distinct production capacities can structure instruments for the decarbonization of the air transport sector in dialogue with international agreements such as those established by the International Civil Aviation Organization (ICAO). Thus, the present study analyzes SAF-related policies in both countries, emphasizing legislative advancements, progress analysis in biofuels, and the mapping of initiatives and production capacities. The research aims to comprehend how the alignment of existing SAF projects and public policies in Brazil and Sweden can be mutually beneficial. Based on a literature review in the field of International Relations, analysis of the States’ legislative instruments, and the mapping of SAF projects and involved stakeholders, it was possible to conclude that effective collaboration will result in significant technological advancements and innovation in SAF for both nations. The organization of the chapters addresses the historical engagement of civil aviation with environmental concerns, the policies and initiatives covering the theme in the case of Brazil, followed by the analysis of the Sweden case, and concluding with the final considerations.
