Resumo
This Final Paper consists of a research work entitled “Public Policies for Early Childhood
Education since the re-democratization of Brazil”. In this way, its object of study is the first stage
of basic education and its general objective is to analyze the main changes and advances developed
in the trajectory of public policies in the scope of early childhood education since the
redemocratization in Brazil. For that purpose, this work uses a qualitative research methodology
based on Lima and Mioto (2007) and Minayo (1992) and a documentary research methodology
based on Cellard (2010). Therefore, this research has, in addition to bibliographical research, the
analysis of laws, such as Law n. 8.069/1990, which provides for the Statute of Children and
Adolescents, Law n. 9.394/1996, which establishes the National Guidelines and Bases for
Education, and Law n. 13.005/2014, that approves the National Education Plan. In that regard, it is
also worth noticing that this work comprises the historical context of early childhood education
based on Kuhlmann (2000), Priore (1991) and, also, presents connections between education, early
childhood education and democracy, considering the Brazilian legislation and the Federal
Constitution of 1988, legal framework for the country's redemocratization. Furthermore, this work
also comprehends the main contributions of public policies for the development and learning of
children. Based on this and on the analysis carried out, it is concluded that, in fact, there have been
many advances regarding public policies aimed at early childhood education. Nevertheless, there is
still much to fight and claim for these public policies to be actually effective and reach this stage of
basiceducation in its entirety.
