Resumo
This article aims to analyze the main multi-annual plans of the State of Goiás between 2000 and 2007. To order our arguments, the article was divided into three parts. The first part reflected on the regional territory in Goiás with the scale of the 10 planning regions and cutting theme and as secondary data and social for the period of preparation and implementation of multi-annual plans. In the second part a reading of multi-annual plans was made, relating to federal and state legal perspective with the political assumptions, since the plan also reflects the range of forces in the state political arena. In the third part two PPAs were compared in order to understand the vision of state intervention. The conclusion points to the acknowledgment of some progress in planning from the state adoption of the PPAs. However, this progress has occurred especially in legislative and administrative nature as the regional and social inequality persists within Goiás.
