Resumo

During the governments of President Lula (2003-2010) a moderate version of the neoliberal program was adopted, which combined the maintenance of the pillars of economic orthodoxy with new forms of privatization, compensatory social policies, strengthening of the internal market and state economic inductivism, strengthening state-owned companies and companies based in the country, the so-called “national champions”. More independent and purposeful foreign policy, linked to an imperialist and self-defensive position in relation to strategic natural resources, to the national economy and to a more prominent position on the international stage, demanded closer ties with emerging and peripheral countries and it is in this context that Brazilian foreign policy for Africa is inserted.
