Desafíos de las políticas culturales orientadas a lo local: una comparación entre casos de Argentina y Brasil

Abstract

The article examines local cultural policies in Córdoba (Argentina) and Goiás (Bra zil), considering how different policy mod els have been adopted, implying juxta posed meanings of culture, participation, and democratization. From a socio historical perspective, it addresses the ef fects that different political orientations and State transformations have had on cultural policies. In both cases, there is a prevalence of restricted definitions of cul ture overlapping with the appeal to culture as a resource to commodify local identity and/or incorporate cities into tourist cir cuits. As an exception, the case of commu nity culture policies in Córdoba is present ed, which dispute the meaning of culture and incorporate democratic innovations. However, the expansion of participation in local cultural policies remains an out standing debt.
