Este artículo analiza la evolución de las políticas de educación inclusiva en Brasil a partir de datos del
Censo Escolar entre 2014 y 2024, relacionándolas con los marcos regulatorios de la Ley de Inclusión
Educativa (LBI) (Ley n.o 13.146/2015), el PNEE (Estándares Nacionales de Educación) y el Decreto
n.o 7.611/2011. La investigación documental y bibliográfica examina indicadores de matrícula,
infraestructura, servicios educativos especializados (SEA), trayectorias escolares y desigualdades
interseccionales basadas en género, raza/color y nivel socioeconómico. Los resultados muestran
avances en la expansión de la matrícula y la reducción de la repetición de grado, pero persisten
asimetrías regionales y deficiencias en accesibilidad y formación docente. Se destaca la importancia
de fortalecer los sistemas federales de gobernanza, financiamiento y monitoreo con datos desagregados
y estudios longitudinales. Se concluye que la efectividad de la educación inclusiva depende de la
coordinación de normas legales, recursos materiales, políticas intersectoriales y prácticas pedagógicas
que garanticen el acceso, la retención y un aprendizaje de calidad para todo el alumnado.
This article analyzes the evolution of inclusive education policies in Brazil based on data from the School Census between 2014 and 2024, relating them to the regulatory frameworks of the LBI (Law No. 13,146/2015), the PNEE (National Educational Standards), and Decree No. 7,611/2011. The documentary and bibliographical research examines indicators of enrollment, infrastructure, specialized educational services (SEAs), school trajectories, and intersectional inequalities based on gender, race/color, and socioeconomic status. The results show progress in expanding enrollment and reducing grade retention, but regional asymmetries and deficiencies in accessibility and teacher training persist. The importance of strengthening federal governance, financing, and monitoring systems with disaggregated data and longitudinal studies is highlighted. It is concluded that the effectiveness of inclusive education depends on the coordination of legal standards, material resources, intersectoral policies, and pedagogical practices that ensure access, retention, and quality learning for all students.
