Este artículo explora la desigualdad de género en el contexto del servicio público federal brasileño, en general y particularmente en los cargos de liderazgo. A pesar de que las mujeres representan aproximadamente el 45% de la fuerza laboral y son mayoría entre los nuevos ingresos en la administración pública, su participación en los cargos de alta dirección sigue siendo desproporcionadamente baja. La recolección y análisis cuantitativo de los datos fueron realizados por las autoras, utilizando registros oficiales para examinar la distribución de género en los cargos de liderazgo del servicio público federal. Las mujeres muestran una participación porcentual en el análisis agregado que sugiere cierta equidad, sin embargo, en el análisis desagregado, se observa que en los cargos más altos su participación es considerablemente inferior. Los resultados señalan un “efecto tijera”, donde las mujeres, a pesar de estar igualmente o más calificadas, son preteridas para cargos estratégicos, reduciendo su participación en los niveles más altos.
This article explores gender inequality within the context of the Brazilian federal public service, in general and particularly in leadership positions. Although women make up approximately 45% of the workforce and are the majority among new entrants in public administration, their participation in high leadership positions remains disproportionately low. The data collection and quantitative analysis were carried out by the authors, using official records to examine the gender distribution in leadership roles in the federal public service. Women show a percentage participation in the aggregate analysis that suggests some equity; however, in the disaggregated analysis, it is noted that their participation in higher positions is considerably lower. The results point to a “scissor effect,” where women, despite being equally or more qualified, are overlooked for strategic positions, reducing their participation in higher levels.
