In spite of the importance of this problem, there is a scarcity of studies in the literature that analyze, in a scientific way and with methodology, the possible causes of the slowness and that propose viable and manageable solutions. This study aims to verify if certain reported causes actually contribute to the slowness and, thus, to propose a viable solution. The survey of the possible causes was carried out through a review of the literature and the analysis of satisfaction surveys conducted at the Goiás State Court of Justice (TJGO). After identifying 43 (fortythree) possible causes, the increase in demand and the lack of magistrates / servers were selected for an analysis. After the analysis, using a methodology imposed by the National Justice Council - CNJ, it was found that the current number of magistrates and servants of the TJGO is enough to give flow to the demand. Thus, the redistribution of the labor force was proposed as a way to better serve the lossmaking judicial units.Item Eficiência e transparência na condução dos processos disciplinares das universidades federais(Universidade Federal de Goiás, 2019-04-22) Fernandes, Ana Raquel Aires Ribeiro; Severino, Maico Roris; http://lattes.cnpq.br/2546008836929749; Severino, Maico Roris; Diallo, Alfa Oumar; Machado Júnior, Eliseu Vieira; Chaves, Manoel RodriguesThe correctional structure of Higher Education Institutions provides adequate adjustments to the quality of the public service, through compliance with legal requirements and the execution of disciplinary processes. There is, however, a lack of studies that discuss and present proposals to make the management of disciplinary processes efficient and transparent. This paper intends to survey the conduct of disciplinary processes in the Brazilian Federal Universities, in the two dimensions previously mentioned and to carry out a comparative analysis to detect the best practices and, from them, to suggest a guide to improve the conduct of the processes. The diagnosis produced based on bibliographic research, an online survey of 31 of the 63 Brazilian Federal Universities and the analysis of contents of the disciplinary processes, produced in the first half of 2018 at the Federal University of Goiás; identified opportunities for improvement in the performance of the correctional sector of the Brazilian Federal Universities. Although 94% of respondents believe that the disciplinary process meets the correctional objective, both the quantitative and the qualitative study could be observed the slowness, bureaucracy, and lack of feedback for the involved in the conduct of these disciplinary proceedings. But it was also possible to identify the innovative practices that made it possible to construct a guidance itinerary to improve the efficiency and transparency of disciplinary processes in the IFES.Item Economia solidária: um estudo sobre as incubadoras públicas municipais(Universidade Federal de Goiás, 2018-05-04) Ferreira, Fernanda Machado; Severino, Maico Roris; http://lattes.cnpq.br/2546008836929749; Severino, Maico Roris; Fuchigami, Hélio Yochihiro; Bevilacqua, Solon; Betanho, CristianeAs an alternative for the generation of work and income of excluded people in the formal labor market, there are the enterprises of Solidary Economy. Among the entities in support of these enterprises are incubators. In Brazil, what is the greatest impact of incubator support in this line are those created by universities, however, there is an embryonic work to create incubators of socioeconomic enterprises by municipal governments. Therefore, because it is still a recent phenomenon and has few reports in the literature that deal with the theme, this work consisted of the effort to favor the performance of Municipal Public Incubators with proposals for innovation and intervention that reflect on society. For this reason, the objective of this research was to analyze the role of the Municipal Public Incubators in the ambit of strengthening the Solidarity Economy and to propose a methodology model of the same. The research uses the research procedure multicasos study, with qualitative and quantitative approach with interest in the application. For the development of the model, a survey of the national production of studies on methodology of incubation of enterprises of solidarity economy was carried out, taking as reference the practices adopted by university incubators. For the analysis of the Municipal Public Incubators, the data were collected through documentary research and the interview. The interviews had three distinct locus, which were: Social Incubator of the Federal University of Goias, municipal public incubators and cooperatives of collectors of recyclable materials of the cities of Anápolis, Aparecida de Goiânia, Hidrolândia, Nerópolis and Trindade. With the collected data, to analyze the data, we performed content analysis and application of the mathematical method of Data Envelopment Analysis (DEA). The study provided an opportunity to understand the public policies of solidarity economy, to understand the impact of municipal public incubators, to analyze the role of university incubators in the development of these local incubators, and to develop a model of incubation methodology to strengthen and strengthen actions incubators. The results demonstrate the fundamental role of incubators to boost socioeconomic ventures and the need for advances in incubators to perform the entire incubation process, playing their role of training with autonomy and expanding their field of action. Among the products of the study is the developed model that allows a multiplier effect for the generation of work and income for the population excluded from the formal labor market, because from relevant social results, city halls may be motivated to create their municipal incubator of enterprises of solidarity economy and, thus, increase the number of incubators and incubated enterprises.Item Gestão da política de cotas em instituições federais de ensino superior: estudo na Universidade Federal de Goiás(Universidade Federal de Goiás, 2019-04-10) Magalhães, Janaina de Cássia; Severino, Maico Roris; http://lattes.cnpq.br/2546008836929749; Severino, Maico Roris; Vieira, Suzane de Alencar; Carvalho , Cláudia Regina Rosal; Pinto, Rodrigo SerpaThe federal institutions of higher education, when adopting the reservation of places to enter their courses, provided that many people who previously could not afford to gain access to public higher education. However, in addition to admission, these institutions must guarantee the permanence and completion of the courses. However, there is a lack of studies that discuss and present proposals for the management of this public policy in universities. Thus, the objective of this study was to develop a model for evaluation and management of quotas policy in Federal Institutions of Higher Education (IFES), based on the case of the Federal University of Goiás (UFG), which contributes to the promotion of permanence and completion of courses . For that, a bibliographic research and a case study at the UFG were carried out. The bibliographic research allowed to define five axes to be observed in the management of quotas policy: 1-Reception and Reception; 2- Pedagogical Support; 3-Student Assistance; 4-Follow-up of performance and evasion and 5-Evaluation of the quota policy, as well as the challenges for management of quota policy in IFES in the five regions of Brazil. In the UFG the data were collected through interviews and questionnaires. The difficulties and / or challenges observed in each axis and the suggestions for improvements pointed out by the research participants and by the bibliographic research contributed to the development of the evaluation and management model. To validate the proposed model, it was applied to the UFG. The results indicated that the axis in which more actions are taken in the management of UFG's quota policy is pedagogical support and the sector that stood out was the Affirmative Action Coordination, a fact that is justified by the purpose of the sector that is give support to quota students. It can be seen, however, that the IFES have many difficulties in managing the quota policy to be overcome. Among the contributions of this research stand out the development of the model of evaluation and management of the quotas policy in IFES and the proposals for improvement in the management of the quotas policy of the UFG that were presented.Item Proposta de uma solução gerencial para o uso dos resultados de projetos de pesquisa no contexto de universidades públicas(Universidade Federal de Goiás, 2021-09-23) Paixão, Luiz Leonardo Oliveira da; Severino, Maico Roris; http://lattes.cnpq.br/2546008836929749; Severino, Maico Roris; Ferreira, Vicente da Rocha Soares; Ceolin, Alessandra CarlaOne of the pillars of federal institutions of higher education is the development of scientific research that serves different areas of activity. Many of these studies are carried out in the institution's own administrative units, generating knowledge about that area. However, it is not uncommon to find works with proposals for practical applications, but which were not used, remaining only in theory. Therefore, the objective of this research is to create a managerial solution for developing research projects and implementing their results in higher education institutions. The method used was the case study, using bibliographical research, documental research, application of questionnaires (survey) and, finally, a validation with experts in the field. The case analyzed in this research was the postgraduate course in public administration (Profiap) at the Federal University of Goiás, which is characterized by the development of works that have application in public administration. After the diagnosis made at UFG, it was noticed that there is a distance between the field of academic research and institutional management, which often causes managers who do not know what studies are carried out in their units, and also works that have products but which were not used by those involved. Therefore, to solve this problem, the main contribution of this work is the implementation of the developed technological intervention, which meets the proposed objective and consists of three parts (registration, monitoring and information). In relation to registration, the system allows managers to register their demands and researchers to post their experiences and work. Monitoring is done through a project office, which assists in the management of the products developed and, finally, in the information part, the academic community is informed about the quantity, area of operation, stages of implementation and other relevant data regarding the research carried out. Despite the innovations made in the bidding laws, the operational routine of prioritizing the procedural formalism in acquisitions is present in the bodies, causing inefficiency and harming contracting. Exploring other concepts, such as the strategic management of supplies in the private area and bringing it to the public sector can reduce the waste of public spending and improve acquisitions through electronic trading in these times of economic instability aggravated by COVID-19. Based on the definitions of IN 05/2017-MPOG, this research divides the purchasing process into three stages: planning, supplier selection and contract management. Thus, with this established structure, the aim is to integrate the PDCA management cycle, formed by the phases of planning, execution, control and corrective actions with the stages of the procurement process. Thus, this research aims to propose the implementation of a cyclical management to improve processes in public tenders as a learning process. A qualitative research was carried out, applying the action-research method. The sources used were the researcher's participatory research in the purchasing process, feedback from the actors involved in the process, documentary, and bibliographic survey. As a result, it was found that the continuous improvement practices adopted increased the index of items accepted in the supplier selection stage and the conformity of materials received by the applicant, resulting in a reduction in rework and better budget execution by the Public Institution in the case studied. The main contribution that this work presents is an approach that can generate greater efficiency in planning with the use of the cyclical management model in public procurement processes available throughout the public administration environment.Item Gestão de resíduos químicos em instituições de ensino superior: estudo na Universidade Federal de Goiás(Universidade Federal de Goiás, 2018-01-17) Souza, Carmen Lúcia de; Severino, Maico Roris; http://lattes.cnpq.br/2546008836929749; Francisco, Roberto da Piedade; Betanho, CristianeEnvironmental preservation is a current point of view of organizations and governments concerned with meeting the new laws that contemplate sustainable development. Chemical waste is one of nature's degradation sources. Although laboratories in higher education institutions compared to industries produce lower volumes of chemical residues, their generation is more diverse and consequently their complexity also impacts the environment. In the search for the reduction of these impacts, it was verified that there are in the literature several reports of experiences of chemical waste management programs in universities, however a reference model for implementation of chemical waste management was not found. Thus, the objective of this work is to develop a generic proposal for chemical waste management in public university laboratories, based on the case of the Federal University of Goiás (UFG). For that, a bibliographical and documentary research was carried out to elaborate a generic model of chemical waste management for public universities. To validate the proposed generic model, a case study was done in the educational, research and service delivery laboratories of UFG’s School of Pharmacy and Institute of Chemistry. Data were collected through documents, interviews with professors and technicians responsible for the laboratories. In addition, work on chemical waste management of some interviewees was considered. Among the main results, it is worth highlighting the developed model that presents five pillars: prevention, minimization, safe management, environmental education and continuous improvement, and that guides the safe management of chemical residues, which comprises three stages of management: stage inside the generating laboratory; stage outside the laboratory generator and the stage outside the institution of higher education. From the application of the model at UFG, it is possible to confirm greater adherence in the laboratories of service delivery, a fact that is justified due to the inspection to which they are submitted. It is noticed that universities still need to strengthen the management of chemical waste in their laboratories. Among the contributions of this research stand out the developed generic model of chemical waste management in public universities and the presented proposals of improvement in the chemical waste management at UFG.Item Alocação de pessoas por competência em instituições federais de ensino superior: estudo na Universidade Federal de Goiás(Universidade Federal de Goiás, 2019-03-27) Souza, Vanessa Rocha de; Severino, Maico Roris; http://lattes.cnpq.br/2546008836929749; Severino, Maico Roris; Bevilacqua, Sólon; Chiariello, Caio Luís; Nogueira Neto, José de AraújoThe National Policy for Personnel Development, instituted through Decree No. 5,707 / 2006, brought to the Federal Institutions the great challenge of aligning people and their competencies with the strategies and objectives of the organizations. This research proposes alternatives to seek this alignment now of entering the server in the public service. Thus, it is expected to know the potential of the workforce to reduce the turnover of the employees' boards and to contribute to improve the conceptualization of the efficiency of the public service in the eyes of the society. This research aimed to develop a generic methodology for the allocation of servers in Federal Institutions of Higher Education (IFES) that is aligned with the Management by Competencies. A survey was carried out in one hundred and three IFES on the process of implementation of the Management by Competencies and the methods of allocation of the servers. Three institutions that stood out for including in their allocation processes interviews, curriculum analysis and competency mapping were used as benchmarking, in which it was possible to perform an analysis of the allocation practices used in these institutions and from the results obtained to propose a methodology of allocation. In addition, a diagnosis was made of the practices experienced by the Federal University of Goiás and later a report of suggestions for adaptations for the application of the methodology in the Institution. This research contributed to the organizations better understand the demands of Decree 5.707 / 2006 building more articulation between the theory and the practice experienced by these institutions. In addition, it is another tool for the management and allocation of its servers to fill the lack of appropriate methodologies and techniques for policy implementation.
