Item Clima, cultura e teoria do Stakeholder: proposta de um plano de capacitação para o Poder Judiciário do Estado de Goiás(Universidade Federal de Goiás, 2019-06-15) Chaves, Leandra Vilela Rodrigues; Vieira Júnior, Eliseu Machado; http://lattes.cnpq.br/8124167890774604; Vieira Júnior, Eliseu Machado; Almeida, Vera Luci de; Costa Filho, Bento Alves daThe objective of this study was the development of a Training Plan Proposal for the employees of the Judicial Branch of the State of Goiás, based on the identification of the main elements of organizational climate and culture, training and Stakeholder Theory, necessary for the accomplishment of the institucional mission, specially related to the agility, efficiency and effectiveness of jurisdictional activity. It was possible, through the application of the research instrument, identify sensitive areas to the demand for training and improvement actions. The importance of the study is substantiated by the evidence that continuous training actions have a positive impact on the improvement of public service, especially considering that the number of claims made by users regarding the deficiency of judicial services has generally increased. The result of the work demonstrated a strong identification of the employees with the Institution, an extremely favorable circumstance for the implementation of organizational changes, through training actions. On the other hand, the fragility in the use of technical criteria for the size of the workforce and in the definition of managerial positions has been revealed, which may compromise the achievement of the organizational objectives. The conclusion of the study is that aspects related to the behavior of employees and interpersonal relations, can not be neglected when the focus is the accomplishment of institucional mission. Also a process of evaluation of the training actions should be implemented in order to measure the effectiveness of what has been done. It is suggested, for future work, the replication of the methodology to other organs of the Judiciary and other Powers, as well as studies on the budget for training, in the context of the PJEG, in order to evaluate the efficiency of training actions, under this approach.Item Modelagem de processos utilizando a teoria das restrições na divisão de transportes de uma universidade pública(Universidade Federal de Goiás, 2018-06-08) Fernandes, Wanderson Carvalho; Almeida, Cristiano Farias; http://lattes.cnpq.br/9848560935338784; Almeida, Cristiano Farias; Souza, Eliane Moreira Sá de; Mello, Simone Portella Teixeira deThe moment experienced by the public administration reveals its multiple challenges, for the fact that it is the instrument by which the State responds with efficiency and effectiveness to new issues arising from the expansion of the role of the State as a service provider, from a greater requeriment by citizens, and from the increase of complexity of social demands. The way in which public management fulfills this role includes the assimilation of new tools and instruments for the diagnosis and solution of problems. From this perspective, this work approached in particular the transportation sector of a Federal Institution of Higher Education, by means of the formulation of a method, with a view to the modeling of processes and analysis of bottlenecks in the place. For this, i have used the process of reasoning from the Theory of Constraints. The public administration must ensure the proper management and operation of these essential devices for the full exercise of rights. Citizens, including servants and employees, need public buildings in keeping with the requirements of Brazilian technical standardization, rationality and efficiency, since they all contribute in the form of taxes to keep them functioning. The aim of this research was the development of a system of indicators to monitor the performance and efficiency of the maintenance of the systems that make up a public building. So, a system was made up of three indicators that monitor: annual maintenance expenditure, building performance and maintenance efficiency. The pre-test of these indicators in a public agency pointed to a reduction in annual maintenance expenditure between 2014 and 2016, but the performance of the building also declined, approaching its condition limit. This was confirmed by the MEI indicator, which was below the desirable number. Finally, it is presumed that such a joint can base decision making around government logistics or, precisely, administration of public buildings, as well as improve planning and budgeting in Public Administration.Item Gestão dos incentivos fiscais em Goiás – uma proposta alternativa a legislação do Programa Produzir(Universidade Federal de Goiás, 2018-03-23) Matos, Vitor Gontijo Jaime de; Carvalho, Claudia Regina Rosal; http://lattes.cnpq.br/4883069832734425; Pimenta, Daiana Paula; Queiroz, Antônio Marcos deThis research aims to elaborate a proposal of intervention that consists of an alternative model to alter specific points of the “Produzir” Program legislation, aiming to correct some flaws developed by this policy, observed throughout this study, as well as to analyze the effectiveness of this program. To do so, an analysis of the efficiency of the policy, its results in relation to the generation of employment and income, its spatial distribution in the state of Goiás and the fulfillment of its objectives are necessary. This dissertation has as justification the current financial crisis experienced in Brazil and the need to investigate whether the public policies adopted by the Brazilian public administration are being managed in the best possible way. Another motivational factor of the research is present in the dichotomy between the benefits and hindrances over tax benefits, a period of intensification in the dispute of attraction and investment by the Brazilian states through the use of tax advantages. Having this as the main scope, the research consists of analyzing, in its theoretical background, the basis and history of public policies of such caliber. The methodology has a qualitative approach and the type of research consists of applied study and action research, based upon a bibliographical search on works with related themes and the study of those related to the law 13.591/2000 of the “Produzir” Program. The results of this study confirmed the enhancement of regional inequality in Goiás even with the use of tax advantages and propose a solution based on the intervention proposal model, which resulted in a package of benefits directed to the Northern region of Goiás (less dynamic), inspired by the Feincon Program - pioneer in attracting investments in the state of Goiás.Item Qualidade de Vida no Trabalho (QVT) e comprometimento organizacional no serviço público: um estudo na Secretaria de Estado da Administração de Goiás (SEAD-GO)(Universidade Federal de Goiás, 2021-09-30) Morgensztern, Paulo; Vilarinho, Murilo Chaves; http://lattes.cnpq.br/5577610922123576; Vilarinho, Murilo Chaves; Castilho, Rosane Maria de; Salgado, Thais Ettinger OliveiraThe present study addresses the themes of Organizational Commitment and Quality of Working Life (QWL) and aims to identify ways to encourage Technical Servers in Public Management of State Secretariat for Administration of Goiás (SEAD-GO) through the use of QWL. Thus, a bibliographical research was carried out on the Tridimensional Model of Commitment, by Meyer and Allen, and on QWL, based on the theoretical perspectives of Limongi-França and Walton's practice, as well as a study on Brazilian Public Administration under the legal scope, and related to SEAD-GO, through laws and official documents. The research has an applied nature, with an exploratory and descriptive perspective. The questionnaire was used as a data collection instrument, consisting of 28 Likert items, 12 to measure the profile of commitment, adapted from Meyer, Allen and Smith, and 16 to measure the perception about the attendance of aspects of QWL, adapted from Walton. The questionnaire was sent to 367 public management technicians located at SEAD-GO, reaching a total of 54 responses. It was found that the components that form the commitment profile have the means close to the central value of the scale (3.0), in this order: affective (3.38), normative (3.08), and instrumental (2.9). In relation to the employees' perception of the investigated QWL aspects, six aspects were observed (safe and healthy physical environment, from the working conditions category; autonomy, from the use and capacity development category; relationship, from the social integration in the organization category; labor rights, from constitutionalism category; balanced role at work, from work and total living space category; company image, from social relevance of work in life category), and failure to meet two aspects (justice in compensation, from the fair and adequate compensation category; and personal growth, from the growth opportunity and security category). The intervention proposal, Inclusion, in the Goiás legal system, of advantages to technical employees in public management of SEAD-GO who qualify, was elaborated based on the research results, and suggests acting on the personal growth aspect, of the growth opportunity and security category of Walton's model, which was considered as not met by SEAD-GO, as the employees perceive that SEAD-GO encourages qualification, but, at the same time, does not offer advantages to employees who qualify.Item Método para avaliação do nível de transparência nos institutos federais de educação, ciência e tecnologia(Universidade Federal de Goiás, 2018-06-07) Nery, Rafael Lincoln Lobo; Francisco, Roberto da Piedade; http://lattes.cnpq.br/5992545475897238; Francisco, Roberto da Piedade; Severino, Maico Roris; Dias, Silvana de Brito Arrais; Lima Júnior, Paulo Cesar Rodrigues deThe theme chosen in this work is due to its great relevance, as well as the great notoriety of Brazil with the recent corruption scandals, the misuse of public money, and because it still a strange theme for most of the Brazilian population. The objective of this work is to develop a simplified method to monitor, measure, analyze and evaluate the level of transparency of management in the Federal Institutes of Education, Science and Technology. The research used data referring to the years 2015 and 2016 of five institutions in the Center-West of Brazil: Federal Institute of Goiás, Goiano Federal Institute, Federal Institutes of Brasília, Federal Institute of Mato Grosso and Federal Institute of Mato Grosso do Sul. This research found that these institutions have a Management Transparency Index superior to previous studies. Many of these studies are carried out in the institution's own administrative units, generating knowledge about that area. However, it is not uncommon to find works with proposals for practical applications, but which were not used, remaining only in theory. Therefore, the objective of this research is to create a managerial solution for developing research projects and implementing their results in higher education institutions. The method used was the case study, using bibliographical research, documental research, application of questionnaires (survey) and, finally, a validation with experts in the field. The case analyzed in this research was the postgraduate course in public administration (Profiap) at the Federal University of Goiás, which is characterized by the development of works that have application in public administration. After the diagnosis made at UFG, it was noticed that there is a distance between the field of academic research and institutional management, which often causes managers who do not know what studies are carried out in their units, and also works that have products but which were not used by those involved. Therefore, to solve this problem, the main contribution of this work is the implementation of the developed technological intervention, which meets the proposed objective and consists of three parts (registration, monitoring and information). In relation to registration, the system allows managers to register their demands and researchers to post their experiences and work. Monitoring is done through a project office, which assists in the management of the products developed and, finally, in the information part, the academic community is informed about the quantity, area of operation, stages of implementation and other relevant data regarding the research carried out. For this, it is necessary to diagnose the situation in which the disposal of the same is available, proving the mentioned concentration and its possible causes. The theoretical basis of the themes that underpin the research approach deals with issues related to industrial policies, regional development and industrial districts. The justification for this study is the fact that the implementation of industrial public policies, such as the use of industrial districts, is based on the attempt to redistribute income in order to reduce regional inequalities and, in this way, must reach satisfactorily all regions involved in the process and not only those that seemingly offer better conditions and facilities for their implementation. The methodology has a qualitative approach with the type of research being the applied study and the action research, that will use as techniques simultaneously the documentary research and the analysis of content. The Price Register System aims the wishes for the modernization provided by the Constitution. The study analyzes the Biddings and Biddings with Price Register System while the 2014 year. This works will develop strategies to enlarge the public sector performance in the state of Distrito Federal. The methodology provides a applied research. The research method aim detail aspects for the purchases, identifying the main factors for a good performance by a management diagnosis. The diagnosis found the number of common Biddings was bigger in the number of cases and about the value spending than the Biddings with Price Register System, and prioritized low price acquisitions of common goods. The proposal of action plan try finds a based strategy of a Permanent Forum for purchase planning.Item Eficiência dos gastos nas universidades federais brasileiras: uma proposta para a Universidade Federal de Goiás(Universidade Federal de Goiás, 2018-06-08) Silva, Aretuza Pereira; Pimenta, Daiana Paula; http://lattes.cnpq.br/9039708494014835; Pimenta, Daiana Paula; Carvalho, Claudia Regina Rosal; Longaray, André AndradeThe objective of this study was to measure the efficiency of the Brazilian Federal Universities' expenditures to identify the Benchmark Universities and, from this information, propose more efficient resource application measures for the Universidade Federal de Goiás (UFG). For this purpose, the Data Envelopment Analysis (DEA) was used, a non-parametric methodology that allows comparative analysis of the efficiency of the Federal Institutions of Higher Education (IFES). In order to measure the efficiency of expenditures in Federal Universities, data from the Censo de Educação Superior of INEP and data from the Ranking Universitário Folha (RUF) were used. A diagnosis was made to identify the level of efficiency of the Benchmark Universities, in which the results indicate that the following IFES have obtained the best levels of efficiency: UFPB, UFPA, UFRGS, UFAL, UFSJ, UFMA and UFF. It was verified that the UFG was among the relatively inefficient Federal Universities in the period from 2012 to 2015. From this information four measures were proposed to improve the performance indicators of the UFG, which are: (a) to reduce the number of courses offered; (b) reduce school dropout rates; (w); increase the number of vacancies in undergraduate courses; (d) improve results in the RUF Ranking.Item Eficiência operacional das instituições federais de ensino superior brasileiras: proposição de manual para auxiliar a gestão das instituições menos eficientes(Universidade Federal de Goiás, 2019-04-29) Silva, Jean Barros e; Bevilacqua, Solon; http://lattes.cnpq.br/4706313748524604; Bevilacqua, Solon; Pimenta, Daiana Paula; Caldeira, Pedro Jorge Zany Pampulim MartinsThis study’s objective was to propose a manual to assist in the management of the brazilian Federal Institutions of Higher Education - IFES with lower operational efficiency, evidenced by the Data Envelopment Analysis - DEA, which is a nonparametric method of comparative analysis. In order to do so, it was used, mainly, indicators from IFES management reports as inputs, and indicators from Folha´s Universities Ranking - RUF as outputs. The hierarchical grouping was used to gather the IFES by degree of similarity, using the data from the period from 2013 to 2017. With DEA’s use, institutions such as UFMG and UFRGS were operational efficiency highlights in their groups for all the five years analyzed; UFT and UFSJ, for three years; UFSCAR and UFC, for two years. The proposed manual guides the DEA´s use to indicate targets (goals) so that the less efficient IFES can reach the efficiency frontier. Within the university public environment, in addition to the higher bodies, the academic units need new tools that subsidize the various decision-making of their management. This research deals with the study of information management as support for decision making in an academic environment of a federal institution of higher education, FACE / UFG. Its general objective is to develop an effective tool for information management as a way to contribute to the decision making process of academic unit management. Specifically, it is intended to apply the proposed instrument, to recognize and represent the information needs within the teaching, research and extension triad, to analyze the effectiveness of the instrument and to prepare a recommendation plan for FACE / UFG. The research was characterized as exploratory, of an applied nature and case study, through a qualitative-quantitative approach. The orientation of the research was based on the phases of the proposed instrument, based on the adaptation of the information management model of Choo (2006) and the Reference Morphology of Albuquerque (2012). As a result, it was possible to diagnose the academic environment, to recognize their information needs, as well as to represent them in a way that contributes to the development of a database of a Management Information System. The objective of the research is to propose a control instrument applicable to the budgetary and financial execution of an IFES, considering the legislation applicable to the public budget, that assists the manager in controlling and reducing the effects of expenses classified as carryovers. Descriptive analysis and application of Pearson's correlation index were carried out on data taken from the Federal Government's Portal, referring to the five universities in the Center-West region between 2008 and 2016. It is concluded that: carryovers are present in all universities evaluated; on average, more than a quarter of the budget started is not finalized in the same year; unprocessed leftovers account for more than 90% of the total unpaid debts of universities. Furthermore, it is found that: there is a moderate negative correlation to budget execution and unbundling of UNB; there is a moderate positive correlation between the remainders to be paid and the financial execution of the budget in the UFGD and the UNB, and negative correlation in the UFG. The intervention proposal has two stages: the first one is the collection of information on the budgetary and financial situation of IFES, through a control sheet, and the second step is the application of the GUT matrix in the budget balances of the carryovers, to prioritize the closure of such expenses.
