Resumo

This study aimed to develop and apply a digital maturity diagnostic model at the Tribunal de Justiça de Goiás (TJGO), grounded in the concepts of Digital Transformation, Open Innovation, and Dynamic Capabilities. The research adopted a literature review (supported by artificial intelligence tools for organizing and analyzing studies), with the theoretical construction of the model and the empirical application of a questionnaire to court staff. The results indicated progress in areas such as process digitalization and the use of emerging technologies, but also revealed weaknesses in structural and strategic aspects, including system integration, citizen participation in digital governance, the institutionalization of open innovation practices, and continuous organizational reconfiguration. In addition, a comparative analysis was carried out between the proposed model and the official diagnostic instrument of the National Council of Justice (CNJ), the iGovTIC-JUD, which revealed complementary perspectives: while the official model demonstrates regulatory and technical robustness, the developed model broadens the evaluation by incorporating collaborative and adaptive dimensions, aligned with contemporary demands of digital transformation in the public sector. Based on these findings, a macro-strategic action plan was developed, structured with the 5W2H tool, outlining short-, medium-, and long-term measures to overcome the identified barriers. The study contributes at three levels: (i) theoretical, by integrating complementary frameworks into an analytical model; (ii) methodological, by demonstrating the application of artificial intelligence techniques to support the review and systematization of the literature; and (iii) practical, by offering a diagnostic instrument applicable to courts and other public institutions, accompanied by a strategic action plan. It is concluded that the proposed model can serve as a complementary tool to iGovTIC-JUD, strengthening the TJGO’s (and potentially other institutions’) ability to advance their digital maturity in a collaborative, adaptive, and sustainable way.
