The central question guiding the study is: How can weaknesses regarding institutional support, communication flows, and public procurement governance within the daily operations of the Court of Justice of the State of Goiás (TJGO) be identified through an environmental education diagnosis, in order to guide the formulation of policies that implement sustainability and the transition to a circular economy, thereby narrowing the gap between theory and practice? The investigation is based on the understanding that the Circular Economy, by suggesting the regeneration of material and energy cycles, requires a paradigmatic shift in the forms of production, consumption, and institutional administration. This change is only achieved through the cultural transformation fostered by Environmental Education. Methodologically, a qualitative/quantitative, exploratory, and descriptive approach is adopted, structured in three stages: (i) bibliographic and documentary review on Circular Economy, Environmental Education, Sustainability, and Public Policies; (ii) application of structured questionnaires with a Likert scale to TJGO (Court of Justice of Goiás) employees, in order to assess perceptions, practices, and barriers to sustainability; and (iii) construction of a Diagnostic Model of Sustainability integrating principles of Circular Economy and Environmental Education. It is expected that the results will point to the integration between Environmental Education and Circular Economy capable of generating effective institutional change, by strengthening ecological awareness, optimizing resources, and inducing more sustainable management practices. In this context, public policies aimed at voluntary paternity recognition have emerged, especially those developed by institutions within the justice system, as a means of expanding access to the right to filiation and reducing the need for judicial actions. Given this scenario, this study aims to evaluate the voluntary paternity recognition policy in the state of Goiás at the levels of efficiency, through the relationship between assistance provided and recognitions completed; efficacy, through compliance with established goals; and effectiveness, understood here as the impact on the number of absent fathers and paternity investigation lawsuits. The research is aligned with Sustainable Development Goals (SDGs) 16 and 10 of the United Nations (UN) 2030 Agenda, which respectively aim to ensure access to justice and reduce inequalities, as well as with Goal 3 of the National Council of Justice (CNJ), which encourages conciliation as a method of conflict resolution. This analysis focused on the programs developed in the state of Goiás: Pai Presente, É Legal Ter Pai, and Meu Pai Tem Nome. The study is justified by the social relevance of the topic and by the need to monitor public policies aimed at guaranteeing the right to filiation, seeking greater effectiveness of public services and social well-being, considering possible consequences of father absence, such as mental illness, criminality, among others. From a methodological perspective, this is a qualitative study developed through literature review combined with documentary analysis of institutional regulations, as well as a quantitative approach based on statistical data related to paternity recognition. The originality of the study lies in the analysis of the programs from the perspective of the public policy cycle, specifically focusing on evidence-based evaluation, an approach not yet identified in current studies encompassing all three programs simultaneously. Regarding practical contributions, the study proposes a bill for the creation of the State System for Paternity Recognition, which would establish goals and incentive mechanisms involving the institutions responsible for paternity recognition in the state, such as the Public Prosecutor’s Office, Public Defender’s Office, Court of Justice, and civil registry offices, aiming to increase efficiency, efficacy, and, above all, effectiveness, with practical results for the population. The findings demonstrated that there is no coordination among the paternity recognition programs capable of significantly impacting the practical reality of father absence, since efficiency levels in all programs do not remain stable over time, while the existing goals, although simple, are insufficient to encourage the projects to expand their productivity or reach. The issue was recently updated by the Brazilian Supreme Court in its rulings on Writs of Mandamus n. 35.410/2021 and n. 25.888/2023, which reaffirmed the compatibility of Precedent n. 347 with the 1988 constitutional order, authorizing Courts of Accounts to set aside, incidenter tantum, unconstitutional norms in concrete cases. Based on the first ruling, the Court of Accounts of the State of Goiás established, through Judgment n. 3690/22 of its Full Court, a position of incompetence to exercise such review. Going beyond the legal debate, this study aims to analyze the extent to which this decision influences the Court's responsiveness in the exercise of its constitutional competencies. Situated within the research line "Public Administration and Organizations", the study adopts as its theoretical framework public governance — with emphasis on responsiveness as an indicator of institutional quality — and network governance as a prerequisite for the generation of public value, understood as the production of social and institutional benefits that meet the aspirations of society. The research is qualitative and exploratory in nature, combining literature review and documentary research, with content analysis of judgments issued by the Court of Accounts of the State of Goiás from September 19, 2022 onwards concerning its competence to exercise incidental constitutional review. Based on defined analytical indicators, the results revealed high internal consistency in the replication of the position established in Judgment n. 3690/2022; however, a significant constitutional misalignment was identified, as the vast majority of the rulings analyzed adopted a posture of self-restraint that exceeds the restrictions imposed by the guardian of the Constitution itself. This systematic abstention generated a relevant supervisory gap, undermining the effectiveness of external control and the generation of public value. It is grounded in the premise that public procurement has significant potential to influence the market and may serve as a relevant public policy instrument for sustainable development, provided that sustainability and life cycle criteria are effectively translated into verifiable requirements, technical justifications, and documentary evidence. The objective of the research was to diagnose the maturity of procurement practices carried out by Brazilian Courts of Accounts from both a macro perspective, related to sustainability, and a micro perspective, specifically focused on the life cycle. To this end, 836 electronic procurement procedures during the period from January 1, 2024, to August 31, 2025, were analyzed through a maturity model applied to documents from the preparatory and procurement phases, especially preliminary technical studies, terms of reference, and notices of bidding. The results indicate a predominance, among the documentary records analyzed, of Level 1 maturity (Initial), with 677 records, in addition to 143 nonexistent records, 12 records classified as under development, and only 4 established records, with no occurrence of the managed or optimized levels. The findings show that, although sustainability appears in several documents, the specific consideration of the life cycle still occurs in a limited manner and, in many cases, predominantly as a formal reference. In the Life Cycle — Presence/Relevance dimension, the overall average was approximately 0.37/3, with coverage in 33.13% of the records; in the Life Cycle — Logical Arguments dimension, the average was only 0.08/3, with coverage in 5.74% of the records, revealing low justificatory density. The analysis also indicated that the findings are mainly concentrated in the terms of reference and bidding notices, with lower incidence of robust integration with the preliminary technical study, suggesting weaknesses in traceability among planning, solution definition, and procurement requirements. Despite the predominance of initial maturity, some more structured experiences were identified, especially when there was articulation between the preliminary technical study and the term of reference, the presence of technical justifications, and the conversion of life cycle considerations into measurable requirements. These cases indicate that maturity does not result from the mere mention of sustainability or life cycle, but from the ability to transform such concepts into objective parameters related to use, maintenance, service life, efficiency, disposal, and reverse logistics.The research also resulted in the development of a Technical Technological Product, embodied in a Good Practices Manual for considering the life cycle in public procurement, especially aimed at the Court of Accounts of the State of Goiás. To mitigate this epistemic asymmetry, the National Council of Justice established the Technical Support Units for the Judiciary (NATJUS), designed to technically qualify judicial decisions and align them with public health policies rather than antagonize them. It is within this institutional tension that the present study is situated, whose central objective is to analyze the role of NATJUS/GO at the Court of Justice of the State of Goiás as an instrument for rationalizing judicial decisions in cases involving medicines not incorporated into the Brazilian Unified Health System (SUS), with emphasis on the impacts produced by the binding precedent established by the Federal Supreme Court under Theme 6 (RE 566.471/RN). The theoretical framework articulates three complementary axes: the Judiciary as an external actor in the public policy cycle, NATJUS as a technical advisory mechanism oriented toward institutional dialogue, and the perspective of Holmes and Sunstein on the cost of rights, which grounds the requirement of rationality and transparency in judicial allocative choices. The methodology combines a systematic literature review, documentary research, and empirical jurisprudential analysis of 117 judgments of the TJGO, distributed across two comparative periods, before and after the consolidation of Theme 6, thereby allowing precise verification of the extent to which the normative change altered the Court's decision-making pattern. The results reveal a structurally significant continuity: the concordance rate between NATJUS opinions and judicial outcomes remains stable at 76.9% across both periods, demonstrating that the unit's influence over decisions was not substantially altered by the introduction of the new normative framework. More revealing, however, is the intersection with the Theme 6 compliance variable: in the second period, 38.5% of judgments failed to comply with the STF's binding precedent and, of these, 91.7% followed favorable NATJUS opinions without engaging in the multi-criteria reasoning required, particularly regarding unfavorable CONITEC deliberations. This finding inverts the most intuitive hypothesis: normative non-compliance does not stem from ignoring the technical input, but paradoxically from using it as a self-sufficient decisional anchor, dispensing with the articulation of the additional criteria imposed by the STF. The originality of the research lies precisely in this empirical demonstration: NATJUS, created to qualify judicial decisions, has come to replace them, progressively hollowing out CONITEC's regulatory function without express and reasoned review of its criteria. This study is part of the Public Administration and Organizations research line of the Professional Master’s Program in Public Administration (PROFIAP/UFG), contributing by applying the critical framework of LPT to the Brazilian justice system, which has traditionally been analyzed from conventional managerial perspectives. Methodologically, a descriptive quantitative analysis of institutional data (3,045 respondents) was combined with a qualitative analysis of open-ended responses using Thematic Analysis. The results revealed that 72.25% of the responses were classified as “Alienation,” affecting all segments, with the highest intensity among permanent employees (48.55%) and outsourced workers (26.05%). The target-based system emerged as the primary control mechanism, producing “productive but sick” workers (R1277), while technological mediation (PROJUDI) deepened the fragmentation and intensification of work. The originality lies in the unprecedented application of the LPT to the state judiciary and in the quantitative-qualitative methodological triangulation. The relevance is evident in the potential societal and organizational impact, providing insights to understand workplace degradation in the public sector. As a practical contribution, the study will result in a technical report to the TJGO for the revision of climate survey instruments, training of managers, and implementation of effective occupational health policies, creating a real impact in the organizational sphere and potential for public policy. In this context, this dissertation aims to analyze the accountability model adopted by the Court of Accounts of the State of Goiás (TCE-GO), in light of contemporary theoretical frameworks on accountability and the normative and institutional practices developed by the Brazilian Federal Court of Accounts (TCU). The study is situated within the research line Governance and Public Policies, contributing to the advancement of discussions on horizontal accountability, external control, and accountability as an integrated system of information, justification, and enforcement. Methodologically, the research adopts a qualitative and descriptive approach, grounded in bibliographic review and documentary analysis. Normative instruments, regulations, and institutional documents from both the TCU and the TCE-GO were examined using content analysis techniques, based on an analytical matrix structured around the stages of the accountability process (accountability reporting, auditing, and adjudication) aligned with the accountability cycle. The findings indicate that the TCU adopts an expanded conception of accountability, oriented toward transparency, public value generation, and systemic integration between auditing, adjudication, and political oversight, whereas the TCE-GO model remains predominantly procedural, with lower conceptual density regarding the role of auditing, institutional integration, and the communicational function of accountability. The originality of the study lies in the development of a systematized comparative matrix applicable to the analysis of accountability models within courts of accounts. As a practical contribution, the research presents a Technical-Technological Product consisting of an Accountability Guide, developed based on the analytical matrix, intended for public managers, internal control bodies, and external oversight institutions. The growing regulatory and social pressure for the integration of environmental, social, and governance criteria highlights the need for instruments capable of measuring, monitoring, and evaluating the effectiveness of practices adopted by state-owned companies. The overall objective of this work is to develop an ESG diagnostic model applied to public procurement, based on performance indicators, to support the implementation and systematic evaluation of these practices in a state-owned company. The methodological approach adopted combined qualitative and quantitative techniques, based on bibliographic research, software-assisted content analysis, and a case study. The empirical case study, conducted in a mixed-capital company in the electric power sector in the state of Goiás, identified the main challenges and needs related to the incorporation of ESG in public procurement. Based on this evidence, relevant indicators were selected for each ESG dimension and organized into a proposed diagnostic framework. A knowledge gap is observed regarding sustainable financing strategies for these spaces, especially concerning elements that facilitate or hinder access to resources. Given this scenario, research gaps emerge regarding the structure and dynamics of these laboratories, specifically the need to understand the factors that favor and hinder the financing of innovation laboratories in the Brazilian public sector, considering their different sources and financing modalities. Additionally, the research identifies a need to investigate how this information can support the development of practical guidelines for sustainable resource acquisition strategies. The general objective consisted of analyzing the factors that favor and hinder the financing of innovation laboratories in the Brazilian public sector. Specific objectives included analyzing the different financing sources used by public sector innovation laboratories, mapping the organizational profile of InovaGO Network laboratories, and proposing the creation of a guide with recommendations for financing practices for public sector innovation laboratories. Methodologically, a qualitative approach was adopted, with primary data collection through ten semi-structured interviews conducted with managers of public sector innovation laboratories from the InovaGO Network. Data analysis was performed using content analysis techniques, enabling an in-depth understanding of challenges and opportunities related to financing these spaces. The analysis identified thirteen facilitating factors and ten hindering factors for financing, in addition to four main strategies for resource acquisition. Facilitating factors accounted for 57.9% of citations, demonstrating that laboratories have developed more favorable elements for financing than obstacles. The study revealed a structural tension where laboratories demonstrate the capacity to generate concrete results but remain structurally dependent on a single financing source. The research adopted a literature review (supported by artificial intelligence tools for organizing and analyzing studies), with the theoretical construction of the model and the empirical application of a questionnaire to court staff. The results indicated progress in areas such as process digitalization and the use of emerging technologies, but also revealed weaknesses in structural and strategic aspects, including system integration, citizen participation in digital governance, the institutionalization of open innovation practices, and continuous organizational reconfiguration. In addition, a comparative analysis was carried out between the proposed model and the official diagnostic instrument of the National Council of Justice (CNJ), the iGovTIC-JUD, which revealed complementary perspectives: while the official model demonstrates regulatory and technical robustness, the developed model broadens the evaluation by incorporating collaborative and adaptive dimensions, aligned with contemporary demands of digital transformation in the public sector. Based on these findings, a macro-strategic action plan was developed, structured with the 5W2H tool, outlining short-, medium-, and long-term measures to overcome the identified barriers. The study contributes at three levels: (i) theoretical, by integrating complementary frameworks into an analytical model; (ii) methodological, by demonstrating the application of artificial intelligence techniques to support the review and systematization of the literature; and (iii) practical, by offering a diagnostic instrument applicable to courts and other public institutions, accompanied by a strategic action plan. The theoretical foundation includes perspectives on bureaucracy, such as those of Weber (2002), Tragtenberg (1974), Fernando Cláudio Prestes Motta (1981), and Monteiro and Adler (2022), with a framework for process management. Furthermore, a systematic integrative literature review (Botelho, Cunha, and Macedo, 2011) was conducted on higher education Academic Secretariats between 2013 and 2024, and another on Process Management and Bureaucracy. This is an exploratory and descriptive study, both qualitative and quantitative in nature. The data collection instrument used in the research was a semi-structured form sent via email to stricto sensu graduate programs operating in Brazil, obtaining four hundred and eighty-four respondents. The results allowed us to observe that those responsible for the Graduate Programs presented contradictions regarding their understanding of Bureaucracy and its relationship to process standardization, while criticizing Bureaucracy and highlighting the importance of standardization of procedures, the latter of which derives from Bureaucracy itself. It begins with the understanding that these women, historically marginalized and silenced by colonialism and patriarchy, have taken on a leading role in spaces of power and activism—individually and collectively, both in person and online. Based on the Advocacy Coalition Framework (ACF) developed by Sabatier and Jenkins-Smith, the study seeks to understand how coalitions formed by Indigenous women and their organizations influence the political process, particularly in the formulation of public policies that address their demands, taking into account cultural, territorial, and ethnic specificities. The research follows a qualitative and interpretative approach, through document analysis and observation of Indigenous women's digital activism, as well as political and institutional manifestations, such as the Indigenous Women’s March, the parliamentary work of leaders like Sônia Guajajara, Joenia Wapichana, and Célia Xakriabá, and the actions of organizations such as Anmiga. The dissertation highlights that Indigenous women have been building a cohesive political subsystem grounded in the defense of the body-territory and have been able to insert their demands into the public agenda through strategies of mobilization, communication, and political advocacy. However, living longer is not synonymous with living better, and old age can be accompanied by several non-positive factors that compromise quality of life. This study aims to evaluate whether municipal levels of quality of life are related to aspects of population aging in the municipalities of the state of Goiás. The study methodology used was a literature review on the theme and the research technique for the municipality was Exploratory Factor Analysis - AFC, with the collection of secondary data related to social, economic, health, infrastructure factors, among others, in the 246 municipalities of Goiás. To analyze the results obtained, the municipalities were grouped as follows: one group with the municipalities that obtained, together, the highest Quality of Life Index (IQVID) and the highest Population Aging Index (IEP); a second group with the municipalities that obtained, together, the highest IQVID and the lowest IEP; a third group within the municipalities, together, with the lowest IQVID and the highest IEP; and a fourth group within the municipalities that corresponded, together, with the lowest IQVID and the lowest IEP. It was found that, regardless of the population size of the municipality, the region in which the municipality is located, and the number of elderly residents, the quality of life does not directly correlate to the aspects of population aging in all municipalities; therefore, the heterogeneity of the elderly population, in terms of socioeconomic or chronological bias, has different demands that affect the formulation of public policies. Preparing municipalities for elderly people and for those who are aging is a necessary and logical response to quality of life. As an intervention, it is proposed that municipalities offer daycare services for elderly people to spend the day. This action promotes inclusion and social interaction, which is reflected in health and quality of life. The primary objective of this study is to analyze how the judiciary is working to implement social protection actions for victims of domestic abuse. Additionally, it seeks to explore the mechanisms and strategies being adopted, creating a collaborative network among various institutions. The research problem questions the effectiveness of the judicial system in establishing activities, specifically aiming to address the challenges and difficulties related to implementing and maintaining policies focused on psychological violence. This study is justified by the importance of investigating the Judiciary's role in a context of increasing violence, where policies require continuous improvement to secure rights and provide safety and justice for Brazilian women. The qualitative research involved a literature and document review, utilizing extensive literature, including international authors, laws and regulations, as well as statistical data provided by the National Council of Justice and state courts analyzed in this study. The study concluded that, despite the progress achieved, significant challenges remain, particularly regarding the lack of a public policy specifically focused on the context of psychological abuse. Successive declines in birth and death rates, combined with improvements in quality of life, urban infrastructure, and access to health care, have contributed to an increase in life expectancy. Although these additional years of life represent an important social advance, they also pose new challenges for public administrators, especially in planning policies aimed at the elderly population. In this scenario, this research initially aims to outline the demographic profile of the state of Goiás and then analyze how the birth rate, socioeconomic factors (such as income, education, health, among others), morbidity and mortality factors, and quality of life indicators influence population aging in the state of Goiás. As part of the Public Policy research line, this dissertation seeks to contribute to the formulation and implementation of more effective actions aimed at the population aged 60 or over. The relevance of the study lies in the analysis of the demographic profile of the elderly population of Goiás, offering support for more precise action by the government. The methodology was structured in two stages: the first consisted of using descriptive statistics to organize and present the data; the second applied multiple linear regression techniques, using the Ordinary Least Squares (OLS) method, with the aim of identifying the quality of life factors and socioeconomic conditions that most impact aging in the municipalities of Goiás. The construction of the Population Aging Index (IEP) allowed us to gather relevant information about the demographic dynamics of the state. The econometric results suggest that the main cause of population aging in Goiás is the reduction in the birth rate, although socioeconomic factors also have an influence, albeit to a lesser extent. To achieve this, an exploratory and quantitative research approach was adopted, using keyword search as the mapping strategy. For its implementation, it was necessary to develop a classification algorithm and compile a list of keywords. The data obtained from the mapping were analyzed using descriptive statistical techniques and presented in the form of graphs and tables. It was found that out of a total of 10,980 extension actions analyzed, 8,179 were linked to at least one of the SDGs. This number represents 74% of the total evaluated actions, highlighting a significant connection between the university's extension initiatives and the goals proposed by the 2030 Agenda. SDG 4 (Quality Education) led the ranking, being associated with 6,297 initiatives, followed by SDG 3 (Good Health and WellBeing), linked to 2,447 actions. Together, these two accounted for approximately 72% of the total frequency of extension actions. We conclude that the obtained results demonstrate the university's potential contribution to advancing the 2030 Agenda, particularly through its extension activities. As a technical contribution, the development of an automated mapping tool stands out. The presence of all SDGs in UFG's extension activities also highlights the institution's social impact. Finally, as a theoretical contribution, we emphasize that the results can serve as a basis for further research and academic work, helping to expand discussions on the topic. Additionally, these contributions strengthen the institution's image by associating it with the 2030 Agenda, enhancing its positioning in university rankings and opening pathways for partnerships with organizations aligned with sustainable development. In response to this need, the federal government regulated teleworking through the Performance and Management Program (PGD), established in 2022, with the goal of modernizing public management practices with a focus on efficiency and results delivery. This study investigates the implementation process of the PGD at the Federal University of Goiás (UFG), analyzing the challenges and benefits of performancebased management in public administration. The research examined the PGD pilot project at the university, conducted between February 2023 and August 2024, during its first two phases. The main objective was to explore the regulatory policy of the PGD at the federal level and its application at UFG, assessing the perception of the Pilot Project participants as key agents driving the institutional implementation process. The methodology employed was applied in nature, using a mixed methods approach that integrated qualitative and quantitative aspects. The qualitative analysis included documentary research and the evaluation of open-ended responses from a structured questionnaire, while the quantitative approach utilized descriptive statistics and cluster analysis techniques to examine the collected data. The results indicate that the pilot project brought benefits such as increased productivity, greater flexibility, and improved work-life balance, particularly in the telework modality. However, challenges such as inadequate training, difficulties in strategic planning, and bureaucratic resistance to adopting new practices still limit its full effectiveness. Additionally, it was observed that academic units and supplementary bodies with greater autonomy adapted better, while more traditional organizational structures faced difficulties in implementation. The relevance of this research lies in its contribution to the modernization of public management and the identification of best practices for the adoption of the PGD in Federal Higher Education Institutions (IFES). On a social level, the findings reinforce the need for more inclusive policies that value employee participation in building a more efficient and humanized work model. In the field of management, the results highlight the importance of decentralizing decision-making, offering continuous training, and strategically using technology to ensure the effective implementation of the program. However, for this practice to be effective, proper monitoring of the performance of outsourced services is essential, ensuring quality and alignment with the organization’s strategic objectives. This work aims to develop an action plan based on a diagnostic model for performance evaluation, anchored in the outsourcing lifecycle of a state-owned company in the information technology sector. The approach used is a qualiquantitative one, combining bibliographic research with questionnaire application. To structure the diagnostic model of performance indicators, a theoretical model was proposed based on bibliographic research in scientific article databases and other relevant sources on the topic, identifying the most suitable indicators for each stage of the outsourcing lifecycle. To identify the main challenges and needs related to outsourcing, a questionnaire was applied. After quantifying and organizing the indicators in a diagnostic model, they were converted into an action plan format, focusing on the critical points in the outsourcing process that required intervention and improvement. The results of this study demonstrated that, through the application of the proposed instrument, it was possible to identify elements and areas for improvement which, supported by adequate monitoring, are recommended to increase the performance of outsourced services throughout the outsourcing lifecycle. As an innovative experience in museums, Augmented Reality (AR) appears, proposing a more dynamic and attractive museum. The general objective of the study is to evaluate the benefits that the use of Augmented Reality could provide to the Anthropological Museum (MA) of the Federal University of Goiás (UFG). The specific objectives are to verify the profile of visitors and non-visitors to the MA, identify the factors associated with visiting the Museum and its recommendation to other individuals and evaluate the possibility of implementing an AR module in the MA. As a study methodology, a bibliographical research was carried out and a structured form was also applied to collect primary data in the UFG academic community. The difference tests between groups, Chi-square test and Pearson correlation index were used to analyze the data. From the results it was concluded that with the implementation of RA in MA the public would have a greater interest in visiting and recommending MA to other people
