Resumo
This study aimed to investigate the perceptions of those responsible for managing stricto
sensu postgraduate programs (PPG) regarding bureaucracy and process standardization. The
theoretical foundation includes perspectives on bureaucracy, such as those of Weber (2002),
Tragtenberg (1974), Fernando Cláudio Prestes Motta (1981), and Monteiro and Adler (2022),
with a framework for process management. Furthermore, a systematic integrative literature
review (Botelho, Cunha, and Macedo, 2011) was conducted on higher education Academic
Secretariats between 2013 and 2024, and another on Process Management and Bureaucracy.
This is an exploratory and descriptive study, both qualitative and quantitative in nature. The
data collection instrument used in the research was a semi-structured form sent via email to
stricto sensu graduate programs operating in Brazil, obtaining four hundred and eighty-four
respondents. The results allowed us to observe that those responsible for the Graduate
Programs presented contradictions regarding their understanding of Bureaucracy and its
relationship to process standardization, while criticizing Bureaucracy and highlighting the
importance of standardization of procedures, the latter of which derives from Bureaucracy
itself. The research allowed the development of a Manual of Procedures and Standard
Operating Processes containing the main critical processes, mapped Technical and
Technological Product of the research, which can be used by the academic secretariats of
graduate programs. from the Federal University of Catalão and, if there is interest, it can be
extrapolated to other universities.
