dc.description.abstractThis dissertation analyzes how the absence or fragility of the right to disconnect affects the digital well-being, quality of life, professional performance, and mental health of military firefighters in Rio Grande do Sul. The study adopts a qualitative, inductive, and interdisciplinary approach, combining a literature review, a bibliometric analysis of scientific literature on digital disconnection, a legal and regulatory examination of the framework applicable to the Rio Grande do Sul Military Fire Department, and seven semi-structured interviews with active-duty military personnel, intentionally selected based on criteria of diversity in rank, role, gender, and length of service. The empirical data were analyzed using content analysis and organized into six categories: permeability between work and private life; military culture and professional identity; motivators for connection and obstacles to disconnection; impacts on well-being and private life; disconnection and resistance strategies; and institutional solutions. The results indicate that disconnection is not a binary condition, as receiving messages, assessing their urgency, and mentally anticipating responses also consume time and attention during off-duty hours. The blurring of work and private life exhibited temporal, spatial, and cognitive dimensions, with greater exposure observed in administrative and command roles. Staying connected was associated with collegiality, understaffing, the concentration of knowledge and responsibilities, the incompatibility between deadlines and work schedules, hierarchical expectations, and the fragmentation of institutional systems. Associations were identified with stress, anxiety, sleep disturbances, interruption of studies, family tensions, loss of leisure time, and difficulty with psychological recovery; however, the data do not allow for the establishment of clinical causality or statistical generalization. It is concluded that the right to disconnect is compatible with the work of a military firefighter, provided it is not understood as absolute unavailability. Its implementation requires objective criteria to differentiate emergencies from routine administrative demands, formal recognition of the required availability, organization of communication channels, training of substitutes, knowledge sharing, system integration, and institutional legitimization of the lack of response during rest periods.eng
dc.description.resumoEsta dissertação analisa de que modo a ausência ou a fragilidade do direito à desconexão repercute sobre o bem-estar digital, a qualidade de vida, o desempenho profissional e a saúde mental dos bombeiros militares do Rio Grande do Sul. O estudo adota abordagem qualitativa, de natureza indutiva e caráter interdisciplinar, articulando revisão bibliográfica, análise bibliométrica da produção científica sobre desconexão digital, exame jurídico-normativo do regime aplicável ao Corpo de Bombeiros Militar do Rio Grande do Sul e sete entrevistas semiestruturadas com militares da ativa, selecionados intencionalmente segundo critérios de diversidade de graduação, função, gênero e tempo de serviço. Os dados empíricos foram tratados mediante análise de conteúdo e organizados em seis categorias: permeabilidade entre trabalho e vida privada; cultura militar e identidade profissional; motivantes da conexão e obstáculos à desconexão; impactos no bem-estar e na vida privada; estratégias de desconexão e resistência; e soluções institucionais. Os resultados indicam que a desconexão não constitui uma condição binária, pois o recebimento de mensagens, a avaliação de sua urgência e a antecipação mental de respostas também mobilizam tempo e atenção durante a folga. A permeabilidade apresentou dimensões temporais, espaciais e cognitivas, com maior exposição nas funções administrativas e de comando. A permanência conectada relacionou-se ao coleguismo, à insuficiência de efetivo, à concentração de conhecimentos e responsabilidades, à incompatibilidade entre prazos e escalas, às expectativas hierárquicas e à fragmentação dos sistemas institucionais. Foram identificadas associações com estresse, ansiedade, prejuízos ao sono, interrupção de estudos, tensões familiares, perda de momentos de lazer e dificuldade de recuperação psicológica, sem que os dados permitam estabelecer causalidade clínica ou generalização estatística. Conclui-se que o direito à desconexão é compatível com a atividade de bombeiro militar, desde que não seja entendido como incomunicabilidade absoluta. Sua efetivação exige critérios objetivos para diferenciar emergências de demandas administrativas ordinárias, reconhecimento formal da disponibilidade exigida, organização dos canais de comunicação, formação de substitutos, compartilhamento de conhecimentos, integração de sistemas e legitimação institucional da ausência de resposta durante os períodos de descanso.por
