Resumo
La tesis aborda la migración venezolana en el mercado laboral formal en el municipio de Boa
Vista. La pregunta de investigación es: ¿cuáles son las dinámicas de contratación de migrantes
venezolanos en el mercado laboral formal en el municipio de Boa Vista, de 2020 a 2023? El
objetivo de la investigación es analizar el perfil de los trabajadores venezolanos en el mercado
formal con base en las variables: nivel de educación, grupo etario y género. A partir de 2015 se
intensificó el flujo migratorio venezolano hacia Brasil. El enfoque espacial fue adoptado en el
municipio de Boa Vista debido a que el lugar es utilizado como puerta de entrada al territorio
nacional brasileño, por el desarrollo regional con características propias y a la experiencia del
autor en el lugar. El enfoque temporal 2020-2023 se debe a la inclusión de la variable
“nacionalidad” en los datos de los sistemas ocurridos a partir del año 2020 en adelante, lo que
permite procesar información de la población venezolana. La investigación se justifica por tres
razones, aunque la legislación brasileña establece el principio de igualdad de las relaciones
laborales entre nacionales y inmigrantes, a nivel material la norma no se implementa
efectivamente. También es necesaria la investigación académica para analizar la complejidad
del fenómeno migratorio según las dinámicas regionales. Finalmente, el investigador se inserta
en el contexto local y sigue la discusión del Tribunal Laboral sobre los impactos de la migración
en los conflictos laborales. Se profundiza en el tema de la implementación de los derechos
fundamentales garantizados por la Constitución Federal de 1988, que establece la igualdad sin
distinción de nacionalidad alguna. Esta investigación es descriptiva y exploratoria y utiliza el
método inductivo. La base de datos utilizada para el análisis es el Panel de Información del
Nuevo Registro General de Empleados y Desempleados (CAGED) y el Panel de Información
del Registro Anual de Información Social (RAIS). La tesis se estructura en 4 capítulos: el
primero revisa la literatura académica sobre los aspectos teóricos de la migración y el derecho;
el segundo aborda las características de la migración venezolana y el contexto regional del
estado de Roraima; el tercero analiza el perfil de los trabajadores migrantes en el municipio de
Boa Vista y lo compara con el perfil regional y nacional; y el cuarto analiza los impactos de la
migración en el contexto social y laboral. Se concluye que las características del perfil de los
trabajadores del municipio de Roraima son similares a las observadas a nivel regional, a pesar
de diferir en número y apariencia de las observadas a nivel nacional.
This thesis deals with Venezuelan migration in the formal labor market in the municipality of Boa Vista. The research question is: what are the dynamics of hiring Venezuelan migrants in the formal labor market in the municipality of Boa Vista, from 2020 to 2023? The objective of the research is to analyze the profile of Venezuelan workers in the formal market based on the variables: level of education, age group, and gender. Since 2015, the flow of Venezuelan migration to Brazil has intensified. The spatial focus in the municipality of Boa Vista is adopted because the location is used as a gateway to the Brazilian national territory, due to the regional development with its own characteristics, and the author's experience in the location. The 2020- 2023 time frame is due to the inclusion of the variable “nationality” in the data of the systems that occurred from 2020 onwards, which allows the processing of information on the Venezuelan population. The research is justified by three reasons: although national legislation establishes the principle of equality in labor relations between nationals and migrants, the rule is not effectively implemented at the material level. Academic research is also necessary to analyze the complexity of the migration phenomenon according to regional dynamics. Finally, the researcher is inserted in the local context and follows the discussion of the Labor Court on the impacts of migration on labor disputes. He delves into the theme of the implementation of fundamental rights guaranteed by the Federal Constitution of 1988, which establishes equality without distinction of any nationality. This research is descriptive and exploratory and uses the inductive method. The database used for analysis is the Information Panel of the New General Registry of Employed and Unemployed Persons (CAGED) and the Information Panel of the Annual Registry of Social Information (RAIS). The thesis is structured in 4 chapters: the first reviews the academic literature on the theoretical aspects of migration and law; the second deals with the characteristics of Venezuelan migration and the regional context of the state of Roraima; the third analyzes the profile of migrant workers in the municipality of Boa Vista and compares it with the regional and national profiles; and the fourth discusses the impacts of migration on the social and labor context. It is concluded that the characteristics of the profile of workers in the municipality of Roraima are similar to those observed at the regional level, although they differ in number and appearance from those observed at the national level.
