Abstract

This study arises from the observation of the police military attendance registration systems in Brazil; the discrepancy of their tools and the variation in the way police attendance is recorded. This becomes important as a diagnosis of the police registration systems and their evaluation, with the aim of aligning tools that can contribute to the national standardization of police registration systems. Thus, the objective of this work is to carry out the diagnosis and evaluation of the registration systems of the military police in Brazil with a comparative analysis of their functionalities, as well as to verify how the proactive nature of military police service is recorded. From this analysis, the topic about the recording of typical proactive natures of military police activity is highlighted in order to obtain operational productivity indicators in a standardized way and, consequently, better quality statistical data. To that end, a qualitative-quantitative research was conducted, with a literature and documentary review related to the topic and comparative qualitative analysis between the state systems and the system provided by the National Public Security Secretariat - PPE. The research brought evaluations of the current systems and the identification of basic and advanced technological resources for implementation in the military police registration systems, as well as the naming of proactive natures and their forms of registration. Based on the results, it is suggested to create a working group by the Secretariat of Public Security and Justice with representatives from each state military corporation, responsible for the technological area of the registration system to ensure the interoperability of the systems and the definition of a unique list of proactive natures, in order to obtain national data that facilitate operational planning.
