Resumo
Ineffective public and institutional policies contribute to the perpetuation of gender inequality
and affect both families and organizations and the economy. Considering this reality, seeking
to understand how women who are mothers and technical administrative employees at UFG
reconcile motherhood and career, the role of institutional policies in this dynamic and especially
how to implement a policy within the University, this research investigated policy
implementation techniques public institutions at the Federal University of Goiás (UFG),
focusing on reducing gender inequality among employees, especially in supporting
Administrative Technical employees who are mothers. The theoretical framework of this
research consisted of a literature review that sought to understand the reality experienced by
Brazilian women, considering cultural, historical, and legislative aspects that influence the
reconciliation of formal work with childcare and other caregiving activities. A reflection was
also made on the theories of care economy, glass ceiling, and gender mainstreaming in the
development of policies aimed at reducing gender inequality, especially in the context of people
management in organizations. The methodology adopted combined quantitative and qualitative
approaches, using numerical and descriptive data through documentary and bibliographic
research, based on secondary sources such as information obtained from UFG and other
Brazilian federal universities, as well as legislative analyses related to these institutions and
their employees. The technique of evidence-based policy analysis and formulation was used,
which involves the rigorous collection and analysis of data and information. After analyzing
the results, the existence of gender inequality at UFG was identified. Therefore, the study
suggested the application of the logical framework approach (LFA) (Pfeiffer, 2014; Pereira et
al, 2009; Ortegón et al, 2005) for the development of an institutional policy at the university.
This methodology is based on a rational perspective of policy formulation processes.
Additionally, as a technical-technologist product, indicators and a census questionnaire were
developed, which will be presented to UFG with the recommendation for their implementation.
It is expected that this study will contribute to a deeper understanding of motherhood and its
consequences, as well as enable the development of policies and organizational practices that
promote a balance between caregiving demands and the career development of women who are
mothers.
