Cidadania sob mediação digital: compulsoriedade infraestrutural, performance técnica e a genealogia do gov.br: identidade, performance e confinamento civil

Abstract

This dissertation analyzes the institutional genealogy of the gov.br platform as a regime of compulsory state digital identity in Brazil, shifting the debate on digital government away from technocentric approaches that treat it as a mere administrative innovation. It starts from the hypothesis that gov.br constitutes a governmental apparatus that restructures the conditions of access to citizenship by turning the digital interface into a central instance of legal recognition and identity validation. The objective is to trace the discursive and normative transition that moves from the paradigm of “digital inclusion”, formulated in the Green Book of the Information Society (2000), toward a Platform-State model based on the centralization of the Individual Taxpayer Registry (CPF), the interoperability of databases, and the requirement of reiterated technical performances, especially through biometric authentication and trust seal systems. The research adopts a qualitative, documentary and normative approach, grounded in the critical analysis of decrees, ordinances, laws and terms of use that structure the gov.br ecosystem, taking the Digital Work and Social Security Card (CTPS Digital) as a privileged case study because of its historical, symbolic and political value. It concludes that gov.br does not operate as a neutral tool for accessing services, but as a sovereign infrastructure of digital mediation that institutes an infrastructural compulsion linked to the CPF, transfers administrative burdens to citizens and transforms the body into an instance of state authentication. The interface ceases to function as a mere technical medium and becomes the very territory of bureaucratic subjection and contemporary algorithmic governmentality.
